The new Assembly of Kosovo is not constituted even at the 33rd session
MPs have again failed to constitute the new parliamentary composition emerging from the February 9 elections.
In the 33rd attempt, as in the preliminary sessions, the MPs refused to vote for a commission that would oversee the secret ballot for the election of the new head of the Assembly.
They will be collected again after 48 hours, respectively Thursday, June 19th.
This is the 25th time that the Democratic Party of Kosovo (PDK), the Democratic League of Kosovo (LDK), the Alliance for the Future of Kosovo (AAK) and the Serbian List, do not propose by a member for the formation of a secret voting commission for the Vetevendosje candidate, Albulena Haxhiu for the Speaker of Parliament, since Haxhiu did not receive 61 votes.
The Vetevendosje Movement, as the winner of the election, is up to him to propose the candidate for Speaker of Parliament. This subject constantly insists that Haxhiu is the right person to lead the legislative body, though for the PDK and the AAK it is considered a divisive figure.
The issue of changing the way of voting, from open to secret, has been sent for interpretation to the Constitutional Court by the party that in the previous legislature were in opposition.
According to them, the LVV proposals are not constitutional and have requested the court to impose « a temporary measure to prohibit the hearings until it prioritizes the case and make a decision ».
As the country is without new institutions, over four after the elections, last week the LDK leader, Lumir Abdixhiku, unveiled a 15-point plan for a government of unity, inviting all parties to form such an executive in order for the country to come out of the crisis.
The proposal was opposed by the LVV, while the PDK has stated that it prefers the formation of a government by the parties that were in opposition last mandate. Such a governing coalition is also preferred by the AAK.
The constituent session began on April 15. But for the Assembly to be considered established, MPs must elect the chairman and the five vice presidents – for the two voting are required by 61 votes.
Only after the Assembly has been constituted, then does the way to form the new executive.
