As it became known to Kommersant, the operational management system (SOU) “Etalon”, which was used to track the expansion projects of BAM and Trans -Siberian Railway, is planned to be replaced by a new product. The Ministry of Transport suspended the use of the “standard” due to disputes with the copyright holder, including at the cost of services and is now developing a technical task for creating an alternative. The cost and deadlines for the development of such a system will be significant, experts say.

The Ministry of Transport plans to order a new system for tracking the course of expansion of the BAM and the Trans -Siberian Railway to replace the Etalon SOUD, told Kommersant. According to him, the head of the Ministry of Transport Roman Starovoit in a letter sent in May asked President of the Russian Federation Vladimir Putin to support the approach of the ministry. The Ministry of Transport refused comments.

According to Kommersant’s interlocutor, the system worked from 2021 to March 2024, when the Ministry of Transport suspended its use due to the disagreement with the copyright holder regarding the cost and ensuring information security. In the developer of SOU « Etalon » – the Krasnoyarsk LLC Siberian Integration Systems – « Kommersant » did not give comments.

The “standard” was used to monitor the implementation of the “safe high -quality roads” and “Comprehensive plan for expanding the main infrastructure” (KPMI). SOU allows you to receive data on financing and the process of contracting of each object, the volume of work performed, performers, etc., it is said in the materials of national projects. In 2022, more than 8 thousand users in 84 constituent entities of the Russian Federation worked in the system, information was processed about more than 140 thousand objects.

The total cost of creating this software product was not disclosed. According to the SPARK, in 2019–2022, Siberian Integration Systems entered into contracts with the Ministry of Transport and Rosavtodor to provide the rights to use the “standard” and support users with a total value of more than 500 million rubles.

In order to receive a previously operating product in 2019, the Rostransmodernization controlled by the Ministry of Transport of the Federal State Educational Standard of FCU ordered the Creation of the Subsystem “Unified Information System for the Monitoring of the Transport of the KPMI for the period until 2024” for 669.6 million rubles under 669.6 million rubles.

Kommersant’s interlocutors with warmth recall the “standard” as a source of operational information, which makes it possible to get acquainted with the current state of the project to a wide range of participants in the monitoring of the expansion of the BAM and the Trans -Siberian Railway. Access confirms one of them, was lost in March 2024: the program did not allow it to enter it, it was written that access was temporarily limited due to the expiration of the period of use, and it was proposed to contact the Ministry of Transport. Since then, monitoring has been carried out without digital products at meetings of the Commission for the Development of the Railway Infrastructure of Siberia and the Far East, the Council of Directors of the Russian Railways and meetings in the Ministry of Transport. One of the sources of Kommersant indicates a sharp decrease in the quality of tracking the performance of KPMI indicators at the Eastern training ground after this in 2024 stopped engaged in Deputy Prime Minister Marat Khusnullin.

Now, says the Kommersant’s source, familiar with the situation, to resume full control over the completion of the second activities and the execution of the third stage in the expansion of the Eastern training ground, the Ministry of Transport is developing a technical task for creating a different interagency digital system. According to him, after the allocation of budget funds, a schedule for creating and introducing a new solution will be prepared.

The cost of developing and introducing such a system will definitely not be low, the director of the Building Business Office of the Department of Industry Decisions of the Rexoft Group of Companies Daria Kireeva is sure. According to its estimates, given the scale of construction projects, the number of units and the need to integrate with state systems, the costs will significantly exceed the conditional 5-10 million rubles. “The deadlines will also be not unable – unless you take a ready -made platform as a basis and not adapt it to the needs of the Ministry of Transport,” Ms. Kireeva points out. She adds that Siberian Integration Systems Siberian Sockery is, in fact, an analogue of the exon product of the company of the same name. And “Exon”, clarifies Daria Kireeva, is now actively introducing the Ministry of Construction for its subordinate organizations as part of a digital vertical. According to her, the Rosatom units that have extensive experience in managing large -scale construction projects, together with the Ministry of Transport, Rostelecom, Setl Tech (SETL Group) or independent customer development players could theoretically could create a similar system.
