The Ministry of Transport has developed recommendations for paid parking in cities

The Ministry of Transport has developed recommendations for organizing parking lots in Russian cities. The agency recommends that the capital’s experience as a basis, having introduced in the regions paying parking through smartphones and a parking system. The mining department of the Ministry of Transport advises to entrust the local traffic police, and in cities with a population of more than half a million – a separately created structure. It is also recommended to create a system of collecting complaints from the population and plan the development of parking space on the horizon of ten years.

“Kommers” drew attention to published Ministry of Transport 35-page draft recommendations for organizing parking in cities. The document was also developed to reduce the places of “chaotic parking”, create convenient conditions for visitors to shopping centers and offices, reduce noise, reduce congestion, as well as to support the use of environmentally friendly vehicles (electric vehicles, bicycles and electric scooters).

The regions are advised to start parking reform in the Ministry of Transport with an inventory (determining the locations and surfaces of the parking lots), and include road signs, charging stations for electric vehicles, parking lots, fixation chambers and employment sensors of places in the parking space infrastructure.

Judging by the document, the department recommends that the cities use the capital’s experience by creating an automated system for paying parking through smartphones, providing a system for reservating seats through parking permits.

The Ministry of Transport itself proposes to issue permits not only to residents of a particular area (for free parking within its borders, as is done in Moscow), but also, for example, to participants in the hostilities (including SV), pregnant women, orphans and pensioners.

The mining space in the framework of one or more bordering municipalities, the Ministry of Transport advises to entrust the traffic police, in cities with a population of over 500 thousand people to create a separate structure for this (in the capital, we will recall, this is the GKU “Administrator of the Moscow Parking Space”). Cities should also create a system of collecting population opinions about parking, as well as plan the development of parking space on the horizon of ten years.

The press service of the Ministry of Transport “Kommersant” explained that the draft recommendations is sent to collect reviews to the subjects of the Federation, where there are cities with a population of over 250 thousand people. After testing and discussion, the recommendations will be approved (approximately in July), after which the cities will be able to use the document in the work.

“Kommersant” collected the opinions of the regions on recommendations.

The metropolitan department of transport reported that in Moscow For many years, a single parking space (EPP) has been successfully functioning: street and extra -luritary parking, as well as a number of non -city parking lots, have been connected to it. “The EPP corresponds to all these recommendations,” the department noted, noting that they offer the system already developed in Moscow to other regions (now in the mobile application of “Parking of Russia” parking can be paid in St. Petersburg, the Moscow Region and Kislovodsk).

In the Transport Committee St. Petersburg They called the document « an excellent landmark for the regions that are at the beginning of the route of the parking space. » The department recalled that in St. Petersburg a single parking space was created in 2023, and the development of paid and intercepting parking lots continues as the city receives new land plots.

In the Ministry of Transport Moscow region “Kommersant” said they conceptually support recommendations. “There are no norms in the document in general,” the department reasoned, recognizing that “in some cases, difficulties may arise in assessing environmental characteristics” (the Ministry of Transport proposes to make such an assessment during the inventory of parking lots).

Head of the Department of Transport and Communications of the Administration Ufa Oleg Khmarin drew attention to the fact that the Ministry of Transport “prescribed general instructions for organizing paid parking” and “no specific norms” in the document.

“Organization of paid parking lots is a very multifaceted issue,” he said. “This is a complex IT product, moreover, it is necessary to carry out a lot of work with the population.”

In the Ministry of Transport and Road Facilities Mari El They called the recommendations relevant, but complained that the creation of the parking infrastructure “requires additional costs”, including changing the organization of movement, camera and employment sensors of the parking lot.

In the Ministry of Transport and Road Construction Stavropol Territoryadministration Voronezh And the Ministry of Transport Crimea They said that while they were studying the document. At the same time, the Crimean administration recalled that such documents were already “descended” to the regions from the federal center in 2018, 2022 and 2024: “They were all systematically implemented”.

At the Center for Road Traffic Organization Yaroslavl region They stated that the recommendations presented by the Ministry of Transport “streamline many processes, clarify the details and determine the stages of the implementation of the parking space.” The center is preparing proposals for adjusting the document.

The head of the People’s Front working group to protect the rights of motorists, Peter Shkumatov believes that the implementation of recommendations will eventually lead to a reduction in the number of free parking spaces. “There will be more paid parking lots, this will further increase the costs of motorists. They are without that, ”the expert believes.“ Also in the document, special attention is paid to automatic control systems. This guesses the experience of Moscow with cameras that fix the time of stopping and violation of parking rules. This will lead to an increase in the number of fines.  » The Ministry of Transport is confident that the result of the application of the recommendations will be a “balanced number of parking lots”, which will help improve movement and reduce the level of loading of the roads and streets.
