The Ministry of the Interior proposes that the state contribution to receive only parties to pass into
The resort also proposes an increase in electoral custody.
BRATISLAVA. State contributions should only receive those political parties that get after the elections to National Council (NR) SR. This is proposed by the Ministry of the Interior (MV) of the Slovak Republic.
Minister of the Interior and Chief Voice Matúš Šutaj Eštok He explained that this is only opening up the debate, the proposal is to come to the comment procedure. Parties could also be reduced by 30 percent if the public administration deficit is equal to three percent of GDP.
Increase in electoral bail
The MV also proposes an increase in electoral bail. In the elections to the National Council of the Slovak Republic, candidates would have to pay 50,000 euros instead of EUR 17,000 and at EUR elections the deposit would increase from EUR 1700 to 25,000 euros.
The parties could also not change the name or abbreviation for five years.
« We suggest that political parties receive less money in the time of the unfavorable situation. Contributions should be lower by 30 percent. This reduction of contributions should be applied if the amount of the public administration deficit is equal to or higher three percent of GDP, » said Šutaj Eštok.
According to him, the adjustment would only be applied after the amendment has been effective, not backward. “We estimate that the state would know this to save 32 million euros in three years, ”added the Minister, adding that the method of calculation is not planned to change.
Only parliamentary parties should be entitled to a contribution from the state, so it would increase the threshold of getting money from today’s three percent to profit of five percent of the parliamentary elections. Šutaj Eštok does not think that the increase in the quota to the party’s entry into the National Council of the Slovak Republic from five to seven percent is the most sensible idea, but there is an open debate.
With the increase in electoral cake, the minister is not afraid that the change would favor the parties that have had oligarchs. According to him, the MV is also preparing a lobbying law in this context.
He described this as a standard democratization of the political system. The parties could also not change their name or abbreviation for five years after registration or the last change. MV wants to prevent the so -called. Parties trading when some entities buy the party and rename it instead of collecting signatures to the emergence of a new party.
The voice is willing to discuss changes
The proposal should get to the interdepartmental comment procedure next week. According to Šutaj Eštoka, the voice is willing to discuss the changes that the Prime Minister presented on Wednesday (21.5) Robert Fico (Direction).
According to the chief of the voice, politicians should also participate in consolidation. It is also prepared for discussion on the number of ministries or authorities, for example, whether Slovakia needs to have the Antimonopoly Office of the Slovak Republic and the Office for the Office for Public procurement. He added that only one office could be created following the example of the Czech Republic.
The voice also welcomes the discussion to reduce the number of deputies to 100, but also on the change of the electoral system, so that there is not only one constituency in Slovakia. Šutaj Eštok reiterated that he did not want to represent the National Council only Bratislava, so for example, one half of the deputies could vote for citizens on the basis of regions.
The Minister of the Interior also emphasized the need for public administration reform, which is related to a possible reduction in the number of territorial units to three or reducing the number of small municipalities. He recalled that the MV has already come up with a project of joint offices and shared services. Voice-SD is also prepared to discuss the reduction of officials in both state and public administration. According to the Minister, each resort should make an audit.
