The Ministry of Labor spoke about the parameters of the reform reform of state employees
By May, the government plans to finalize the parameters of the new wage system of state employees and transfer them to individual regions for testing within the pilot project. Teachers will be tested in Udmurtia, in Vladimir and Sakhalin regions, doctors – in Yakutia, Kurgan and Lipetsk regions. The industry trade unions note that they expect from the reform primarily to equalize the differences in remuneration between the poor and rich regions of the Russian Federation.
The government determined the parameters of the reform of the wages of state employees, the Deputy Prime Minister Tatyana Golikova said during the annual collegium of the Ministry of Labor. According to her, already in May the developed methodology is planned to be transferred to the regions that will become the first participants in the pilot project to implement it.
Testing the new mechanism of payments to teachers will be held in Udmurtia, Vladimir and Sakhalin regions, and doctors – in Yakutia, Kurgan and Lipetsk regions.
The authorities have not yet disclosed the details of the new system, but it is known that, for example, the share of doctors’ salaries in the structure of all payments, according to Vladimir Putin, should be at least 50%to make their earnings more stable.
The reform of the wages of the employees of these two categories in the government was spoke back in 2021 – the Ministry of Labor and the Ministry of Health then prepared a draft reform on the remuneration of doctors. However, the departments could not coordinate it with the Ministry of Finance due to the intended increase in the expenses of regional budgets for replenishment of wages. In 2024, the order to revise the approaches to remuneration of all state employees was given by Vladimir Putin. He also set the term for the transition to the new remuneration system – 2027.
Now over 5 million people work in budgetary institutions of various levels. An increase in the salaries of state employees, which, as a rule, make up one of the lowest -paid categories of workers in regional labor markets, will help the government in achieving at least two national goals – reducing the level of poverty in the Russian Federation to 6% by 2030 and reducing the gini coefficient (reflects the level of inequality in society) by the same period of up to 0.37.
According to the head of the Action union Andrei Konoval, medical workers expect from the reform to increase the share of the salary in the payment structure to 70% excluding compensation payments.
“In addition, we believe that regional differentiation of wages should be minimized. Without this, experts, especially in small cities and rural areas, will continue to quit, ”said Andrei Konoval. In his opinion, the minimum sizes of doctors’ official salaries should be installed in the federal minimum wage – they should be at least 1.5 minimum wages for the junior medical staff, at least 2 for the average personnel and at least 2.5 for doctors.
The chairman of the All -Russian Education Union of Education (part of the Federation of Independent Trade Unions of Russia) Larisa Solodilova says that representatives of the teacher’s community are included in the working group that prepares the reform parameters. “Based on the results of its implementation, I would like to see the conditions for determining salaries and their size that are understandable to all teachers,” says Larisa Solodilova. She notes that differentiation in salaries between Russian regions has always existed, but recently it began to intensify, increasing the imbalance in the industry labor market.
