The Ministry of Justice wants to pay more attention to the road in the catastrophe investigation

A package of legislative changes to the delay in severe road accidents has been published for public discussion, the Ministry of Justice, the press center of the agency announced. Editorials are proposed to the Code of Criminal Procedure, the Judiciary Act and the ordinance on experts. Thus, the Ministry of Justice became another, which reacted after the crash that caused the death of 12 -year -old Siana Popova on the first -class Ruse – Sofia road in the section between the villages of Telish and Radomiri. It caused a wave of protests, dissatisfaction and calls for resignation.

Among the most interesting proposals is the creation of a new type of judicial road expert that evaluates the impact of road infrastructure for catastrophes.

The other new moments are:

• Additional court capabilities to question the experts through a video conferencing connection. This will reduce cases of delaying cases, as often the same experts work in cases in different parts of the country.

• Introduce an examination for recognition of the competence of the experts. The exam will be organized by the Ministry of Justice. This should create additional guarantees for the professional preparation of experts.

• Investments are envisaged in the training of the experts by the state to improve their qualification with modern methods and techniques of analysis.

• Introducing the possibility of the Minister of Justice requesting the exclusion of experts who systematically do not fulfill their obligations from the lists of the courts.

• In order to overcome the shortage of experts, the graduates of higher education with a degree in the field of forensic auto-technical expertise and forensic expertise, without 5 years of experience, to practice in this field is enabled. The condition is that they have successfully passed the exam before the Ministry of Justice.
