The Ministry of Energy has developed two options for the construction of a new generation on the Energy Department of the Far East – with a high level of localization of generating equipment and without compliance with localization requirements. CAPEX projects will depend on what decision on the requirements for localization will be made at the Government Commission for the Development of the Electric power, which will be held on April 29. In recent years, a number of local energy deficiency have formed in the energy system of the Russian Federation – in the south, in the Far East and in Siberia. The new generation in the Far Eastern Federal District will be built on the mechanism of competitive selection of new generation capacity (KOM NG), which was developed for the point closure of deficits in the energy system. The parameters for each selection are approved by the government. Investors will be offered three locations for placing coal or gas generation: in the Central Energy Rain of Yakutia with a capacity of 233–250 MW, in the energy -risk for the controlled section “Primgras -South” (Primorye) for 242–250 MW and the cross -section of “Transition through the Amur” (Khabarovsk Territory) from 203–250 MW.
The most expensive generation will be built in Yakutia: the specific CAPEX project will be 1.235 million rubles. for 1 kW in the localized version, 951 thousand rubles. for 1 kW – without compliance with localization requirements. The supply of power to the market should begin no later than November 1, 2029. The new TPP with a capacity of 242–250 MW in Primorye will cost the energy market in 191 thousand rubles. For 1 kW, subject to localization, in 144 thousand rubles. For 1 kW – without localization. TPP should be launched no later than December 1, 2026. In Energorayon, over the cross -section of the “passage through the Amur”, the specific Capex of the new TPP with a capacity of 203–250 MW will be 753 thousand and 580 thousand rubles. Sources of Kommersant, familiar with the proposals of the Ministry of Energy, say that with a high degree of probability an option with localized equipment will be accepted.
Previous selection for the construction of new generation in energy deficiency areas were in low demand among the gene companies due to low CAPEX. This time, the sources of Kommersant in the energy market also do not expect a large span at the request.
The Gazprom Energolding and Inter RAO “Kommersant” reported that they did not plan to participate in the selection. In the Siberian generating company (SGK), RusHydro and Alrosa did not comment on their plans. The most likely candidate for the construction of TPPs in Primorye will most likely be SGK, who is able to realize the entire planned volume of generation, says Mr. Sasim. As for the energy facilities in the Khabarovsk Territory, there are still no candidates for their construction on a voluntary competitive basis.
