The Ministry of Education will become the operator of the new system of accounting for difficult adolescents
The government instructed the Ministry of Education to create a state information system (GIS), which will include information about minor street children, beggars, violators and adolescents performing “antisocial actions”. The system will also include data on parents who do not act as minors who involve adolescents in the use of alcohol and drugs. It was originally planned to launch GIS before May 1, 2025, but the deadline was shifted by seven months.
The government published Resolutionwhich regulates the work of the new state information system « Prevention of neglect and juvenile delinquency. » The federal GIS operator will be the Ministry of Education.
The creation of a system with a register of children and adolescents in difficult life situations (homeless, engaged in vagrancy, begging, etc.) is provided for by federal law adopted in August 2024. One of the authors of the bill, the head of the Duma Committee on Youth Policy, Artem Metelev (EP) gave data, according to which more than 420 thousand minors are more than 420 thousand.
The law introduced a system of mentors who will work with difficult teenagers, including organizing their leisure activities, participating in cultural events, attracting sports, etc.
The decision on the appointment of mentors will be made by minors (KDN) commission, using a new database of all difficult adolescents. Those who want to become mentors will be registered on the Dobr.rf portal.
For the analysis of the “state of affairs in the field of neglect and the offenses of minors”, statistics on all adolescents who consume alcohol and drugs will be collected within the new GIS; who committed crimes (or convicted probation), administrative offenses or “antisocial actions”; engaged in vagrancy, begging, as well as not studying in schools or escaping from families or shelters.
The system will also accumulate data on cases initiated against parents under Art. 5.25 Code of Administrative Offenses (non -fulfillment of duties on the maintenance and education of minors), Art. 6.10 Administrative Code (involving a minor in the use of alcohol and drugs) and on other compositions.
Information in the GIS will also be transmitted by the internal affairs bodies, KDN, schools, shelters for orphans, guardianship and social security bodies, cultural and sports institutions, temporary detention centers of minor violators, educational colonies, investigative insulators and criminal executive inspections.
“It is necessary to combine information from all existing regional information systems for the control of adolescents,” deputy Artem Metelev explained to Kommersant. “In addition to the police, dozens of different departments are involved in their filling. The interaction between them is very complex, in some regions it still occurs only on paper. The effectiveness of such work is very low. In this regard, a single electronic federal system is created. ”
“Kommersant” requested from the Ministry of Education information about how specifically the selection of mentors and whether there is information on the number of persons and organizations ready to join this work, but he did not receive the answer at the time of signing the number. Initially, the ministry reported that GIS would work since May 1 of this year, but the other day the department has transferred the term for its commissioning on December 1, 2025. The same period is indicated in the published government decree: before this date, the ministry must introduce all information about the suppliers of information about adolescents into GIS.
