The Ministry of Economy was decided on the procedure for assigning codes OKVED

As it became known to Kommersant, the Ministry of Economy has prepared uniform rules for the transition to a new OKVED determination system, launched after problems with the business of state support in the “Covid” 2020. The document is designed to bring the reform to a logical conclusion, as well as remove the previously existing disagreements with the business. The new rules during this year will only “run up” and begin to be introduced from 2026 – the entrepreneurs will indicate the main thing that provides 50% of the turnover or revenue, and as an additional one – from 10%. The business community notes that the main comments were taken into account-in particular, the technique does not provide for restrictions on the inclusion of additional activities, and also does not imply rigid regulation of data transfer and the application of penalties.

The Ministry of Economics to complete the reform of the All -Russian Classifier of Economic Activities (OKVED) prepared methodological recommendations for the transition to a new system (Kommersant has). Recall that the reform started from September 1, 2024 and involves uniform approaches to the use of the classifier. To exclude the discrepancy between data in different registers and reducing the load on business, the Federal Tax Service (Federal Tax Service) has become the only source of OKVED codes (before that, the business entered data to the FNS and social funds registers).

The Ministry of Economy is preparing to introduce a new procedure for determining the OKVED codes according to unified methodological recommendations.

It is assumed that during 2025 they will be tested by business, in 2026–2027, information on the codes of the OKVED of certain types of organizations will be collected by new rules, and from 2028 the data collection will completely switch to a new system.

At the same time, the business will not be obliged to indicate all types of activities – enough data in areas that bring 80% of the revenue. As the main activity, the one that accounts for half the turnover or revenue or the largest weight in the structure of the business is indicated. Of the additional species, those that provide from 10% revenue or turnover are indicated – their number is not limited. Rosstat will collect data on the shares in the structure of the organization’s activities. Mandatory confirmation of codes is not required – reporting will be required once every five years or when a business structure is changed by more than 20%. It should be noted that earlier in the business community they feared the growth of administrative burden due to the reform, the Ministry of Economy expects that the technique should remove the disagreement.

As “Kommersant” explained in the department, additional reporting within the framework of the reform is not introduced – we are talking about improving the process of collecting statistical information and receiving information and standard reporting forms, and changes should reduce the administrative load and provide targeted access to state support measures. Previously, they add in the department, the companies themselves chose OKVED codes and could choose « too Upperurovnevo, which did not allow them to identify – support measures were formed on the main code of the OKVED. »

Now it is possible to focus individual support measures even on those organizations in which their “target” activity is not the main one – due to indicating the share of additional types.

Elena Dybova, vice president of the Chamber of Commerce and Industry, notes that in the latest version of the document, many questions that the business were indeed had. In particular, she explains, the issue of limiting additional activities was discussed – no restrictions are provided in the proposed methodology, we can take into account everything that exceeds 10%in the amount of revenue or turnover.

Also, according to her, the most issues concerned the data transmission process – “in the initial version, strict regulation for entrepreneurs, liability, penalties in case of improper transfer” was provided, in the proposed document “there is nothing like that”. The expert evaluates the mechanism as a generally balanced system. “If there is no strict regulation and penalties for business, there will be normal, calm economic activity,” says Ms. Dybova. The industry features, according to her, have yet to be discussed with the professional community.

As the Executive Director of the Rossiya Russian Andrei Shubin notes, methodological recommendations should help entrepreneurs simplify the process of choosing, presenting and confirming their OKVED codes. The association, according to him, is “in a permanent dialogue” from the Ministry of Economy for Donasting the Reform of Codes with the aim of more targeted receipt of state support measures by entrepreneurs.
