The Ministry of Economy summed up the implementation of state programs in 2024

The government summed up the results of the implementation of state programs in 2024. According to the Ministry of Economy, the average assessment of the effectiveness of all 49 state programs was 95.3% – the indicator increased by 1 percentage point relative to the result of 2023 (94.3%). Evaluation of effectiveness consists of three components: the level of achievement of indicators (weight in a total estimate of 80%), the dynamics of their growth (10%), the quality of financial management (10%).

The average level of achievement of state program indicators was almost 98%, which is slightly lower than last year’s result of 98.4%. The assessment of the dynamics of growth in indicators, on the contrary, improved markedly, reaching 90.3% (86.3%). The quality of financial management is estimated at 78.7%, which is somewhat worse than a year earlier (82%) – this is explained by the toughening of the Ministry of Finance of the Rules for the Evaluation.

In 2024, the number of state programs with an efficiency of 100%doubled. Now there are four of them: “justice”, “integrated development of rural territories”, “development of shipbuilding and technology for the development of shelf deposits” and “construction” (last year-“integrated development of rural territories” and “socio-economic development of the Kaliningrad region”). According to the Ministry of Economy, highly effective (estimates from 97.9% to 100%) are recognized 15 state programs. The same is with effectiveness above average (from 95.2% to 97.9%). The remaining 19 programs received an estimate “below average” (from 82.9% to 95.2%). There are no state programs with low efficiency this year.

As noted in the Ministry of Economy, the current geopolitical situation-for example, in the field of the fuel and energy complex, the development of international relations, some industries, nevertheless, all of them in general, have increased indicators, ”nevertheless have increased indicators.” The minimum level of state programs in 2024 increased to 82.9% versus 81.6% in 2023. At the same time, the department explains, for many state programs that were in the middle of the rating, all indicators have been made, that is, the effectiveness is close to 100% – the “average” assessment is associated with a slowdown in the increase in indicators in the background of overfulfillment of plans in previous years.

Recall that in 2020, after many years of criticism, the state program mechanism was reformed – they were reformatted due to synchronization with national goals and the use of digital monitoring. However, one of the problems remained after the reform – this is the “fit” by the departments at the end of the year of planned indicators for the achieved. In April of this year, the government banned such a practice.
