In Moscow, a military court began to consider the theft and legalization of funds in the execution of a software development contract for the Federal Security Service of Russia (FSO). According to the prosecution, the defendants overstated the price of the contract and thus stole 43.7 million rubles.

As it became known to Kommersant, the 235th garrison military court proceeded to consider the criminal case of theft of budget funds, the defendants of which are the former general director of the Federal State Unitary Enterprise of the FSO “NTC System” Pavel Nashchin, his deputy Alexander Popov, as well as the adviser to the director of the unitary enterprise Anatoly Rusanov, chief accountant Yuri Mironov and the leading specialist of the management of legal informatization Special communications FSO Vladimir Verkhovodov.

The FSO FSO “NTC System” created in 1992 is engaged in the information and legal support of the activities of federal authorities. The center performs the functions of the head organization for the implementation of the legal informatization program of Russia, specializing in the creation and maintenance of the central integrated bank of legal information. For this, the NTC created and launched the legal system « Legislation of Russia », as well as the official Internet portal of legal information. The center performs the tasks of developing the state legal information system, implementing information technologies and electronic documentation at all stages of the preparation of a legal act, from the development of the project to official publication.

The Main Investigation Department of the Investigative Committee of Russia (TFR) It began to disassemble The circumstances of the theft since August 24, 2022. Already on August 25, the day after the initiation of a criminal case, Pavel Nashchin, Alexander Popov and Stanislav Glazov were detained, considered one of the leading Russian experts in the field of information technology and digitalization. Soon, their alleged accomplices, Anatoly Rusanov and Vladimir Verkhovodov, were also taken into custody. Initially, all defendants were charged with particularly large fraud (part 4 of article 159 of the Criminal Code of the Russian Federation), and on August 26, 2022, the Basmanny Court sent them to a pre -trial detention center.

A year later, the measure of restraint was changed – by the decision of the same district court they were transferred under house arrest. Then, the qualifications of the actions of the defendants were tightened, now they are also accused of particularly large embezzlement (part 4 of article 160 of the Criminal Code of the Russian Federation) and laundering of funds committed by an organized group (paragraph “a” of part 4 of article 174.1).

According to Kommersant, in the criminal case, we are, in particular, about the state contract for the development and establishment of software for the FSO special communications service.

According to the investigation, the cost of the contract was artificially overstated, and the program itself turned out to be inoperative. The amount of damage, according to the investigation estimates, is 43.7 million rubles.

In the TFR, it is believed that the defendants made up an organized criminal group with the distribution of roles in the commission of a crime, and its participants used conspiratorial methods of communication. The case file also emphasizes that the actions of the accused carry an increased public danger and undermine the authority of the Federal Security Service. In addition, the investigation notes that the defendants – the employees of FSUP “encroached on the foundations of state power and violated normal management activities of both the FSO special communications service and the Sistema NTC itself, while deforming the“ legal consciousness of citizens ”.

It should be noted that in May 2024, new defendants appeared in the case-the former vice-rector for information technology of the regional financial and economic institute Stanislav Lakhtin, as well as the co-owner of the Digital Expertise company Maxim Aleksandrov. The investigation could not establish their whereabouts, and they were in absentia arrested by the Basmann district court.

It was not possible to contact the defenders of the defendants, so it is still unknown what position the defendants are occupied by the charges against them.
