The essence of the idea is to maximize the flexibility of EU right. Where unanimity is not obligatory, Ukraine will be able to continue technical and legal steps to membership. And where the consent of all members is needed – 26 EU countries (all except Hungary) will lead « parallel negotiations » with Kiev, which will be synchronized with negotiations with Moldova to maintain the impression that the package association of these states is stored.

Although the « parallel track » with Ukraine will not have legal weight, political weight is very high.

Simultaneously as Moldova and the EU will announce the opening of the first cluster (or first clusters) of negotiations – Ukraine and 26 EU countries should publish an official statement that Ukraine has also completed all work by the same clusters And all EU countries, except Hungary, will negotiate with Kiev by the relevant chapters.

According to several European truth interlocutors in the EU, it is even possible to convene intergovernmental conferences with Ukraine – a working body whose decisions are decisive in the expansion process.
