The Committee Petitions wants to close the incinerator.

Deputy Prime Minister and Minister of the Environment of the Slovak Republic Tomáš Tarababa ordered operational inspections in this operation. At the same time, the stopping of operation by the Envirorezorta expected more than eleven thousand Kysučans who asked for a petition.

The Department of Communication of the Ministry of the Environment (MoE) of the Slovak Republic, which also states that since 2009, has so far been inspected in the Kysucka incinerator by the Slovak Environmental Inspectorate (SIŽP), they have not confirmed the violation of the valid legislation. At the initiative of Tarab, inspectors in Kysucká incinerator will carry out further inspections.

The ministry or the inspection do not see the problem

According to the Minister of the Environment, the Minister of Environment has carried out more than 20 inspections since 2009, most recently in 2024. In approximately one -third of the inspections, deficiencies were detected, but they did not affect the deterioration of the air quality and the operators were operatively removed. For example, it was incorrect setting of technological or software parameters of the automatic measuring system.

« Nevertheless, I ordered the inspector to continue operational operations of the operation. If it is proven that the incinerator is violating the law, we will act, » stressed Tomas Taraba Tarababa.

Inspectors carried out checks in the incinerator also on the basis of various suspicions, whether in connection with air pollution, alleged shutdown of filters during the operation of the incinerator, but also with the storage of waste incurred during reconstruction in the incinerator.

« However, the inspections showed that the operator fulfilled all the statutory obligations. The control mechanisms are set up so that the filters cannot be turned off technically. If these filters were not in operation, the measuring system itself would have to be out of operation, but it records concentrations and technical parameters of the source 24 hours a day and seven days a week. » Environmental Inspectorate Anna Calpašová.

The other side of the coin

However, the Committee Petitions sees it differently. It bothers people that the whole basin, in which Kysucké Nové Mesto and the surrounding villages lie, is smoked. They also attribute increased morbidity throughout the district by exhalets from the incinerator.

It also argues that the incinerator has been checked only once a year, and they knew about the inspection in advance. The number of inspections is set by the incinerator capacity and in Kysucké Nové Mesto is still a maximum of 1,500 tonnes of dangerous impact per year, which is very advantageous for the operator.

The Committee Petitions sees the opposite result in the inspections performed as the Slovak Environmental Inspectorate. According to the statement provided by MY Kysuce, the environmental inspection has carried out 20 inspections over the past 15 years, imposing a fine in eight cases. It found a violation of the Air Act, exceeding the allowed limit for dioxins, carbon monoxide or mercury.

« Records of fines testify to exceeding exhalate limits. In 2021 furan and dioxins increased by one hundred percent, two years later it was even three hundred percent, five times the mercury value exceeding 2017, incorrect emission calculations, » added Mušková.

From hazardous waste they want to make safer

Recently, the incinerator in Kysuce wants to sterilize more than 800 tons of hospital waste annually. It wants to use a high -frequency microwave generator. Impact on the environment is currently being assessed.

The environmental impact assessment process (EIA) is currently underway. It concerns a technological device that should consist of hygienization of medical waste.

At present, there is no solution to increase the capacity of an existing incinerator within the open process of the EIA. The Ministry of the Environment of the Slovak Republic expects the investor to thoroughly explain its intention and refute all the doubts of the Kysučans. The EIA process will continue in accordance with the law and all comments and public concerns will be consistently evaluated and taken into account in the next proceedings.
