The government will oblige state order to buy electronics in full prepayment

The government plans to oblige departments and state -owned companies to purchase electronics in full prepayment, this initiative was instructed to work out the Ministry of Finance and the Ministry of Industry and Trade. Electronics manufacturers believe that the advances of orders will help them cover the costs of the purchase of components and reduce the costs associated with the high key rate of the Central Bank. However, the customers themselves believe that the full prepayment will not contribute to the timely and high -quality supply of equipment from manufacturers.

The first deputy chairman of the government, Denis Manturov, instructed the Ministry of Industry and Trade and the Ministry of Finance to provide a draft government decree, which provides for the installation for state and municipal customers of an advance payment in the amount of 100% of state contracts for the supply of certain types of Russian radio -electronic products, follows from the instructions of the Chairman of the Government of February 2, which Kommersant. The same instructions included the study of the expansion of the practice of forwarding contracts for tablets, computers, servers, etc., as well as the exclusion from the list of parallel imports of some foreign brands, which Kommersant wrote about last week (see Kommersant on April 3).

In the apparatus of Denis Manturov, instructions were confirmed, the Ministry of Finance redirected a request to the Ministry of Industry and Trade. The Ministry of Industry and Trade reported that the successful implementation of the project (introducing one hundred percent prepayment of public procurement) will increase the competitiveness of Russian products and strengthen the positions of domestic manufacturers in the domestic and foreign markets.

Advance of the state order will partially level the negative effect of the key rate of the Central Bank, says the first vice-president of Aquarius Group of Companies Dmitry Titov. According to him, a government decree of 2022 has already approved a list of products with advance tenders of 80%. “Industry enterprises offer to include electronic products in the specified list,” says Mr. Titov.

According to the “Contour.cups”, in 2024, 57.3 thousand tenders were published according to 44-ФЗ for the purchase of computers and peripheral equipment, in money this indicator amounted to 79.6 billion rubles. This is 20% more in quantitative terms and 1.2% less in monetary compared to the results of 2023. According to 223-ФЗ, the number of purchases increased by 4%to 22.7 thousand, in money, the indicator increased by 31%, to 55.6 billion rubles.

Earlier, government plans to change the approaches to financing electronics orders were already announced, among which the issue of one hundred percent prepayment was discussed, confirmed by the representative of the FPLUS electronics manufacturer. “In particular, there is an idea to oblige all the purchases of electronics in the first quarter of the year, since at the moment there is an imbalance, when in the fourth quarter everyone begins to spend the budgets urgently and at the end of the year, frantic excitement is observed, and in the first three quarters many production simply idle,” he explains. Kommersant was reported about the simple production capacities of electronics in early April. According to the representative of the FPlus, the transfer of procurement formation to the first quarter can rectify the situation. Now there is no obligation for customers to make an advance on the purchase of electronics and the introduction of at least a partial advance would help to cover manufacturers to buy components and other expenses, he adds.

However, the electronics customers themselves do not share optimism regarding the full prepayment of tenders. According to the Vice President, the director of the purchase of Rostelecom Tatyana Karaseva, one hundred percent prepayment is optional for the domestic electronic industry, since the price of the goods has already been laid down, which does not require prepayment. “In addition, one hundred percent advance does not stimulate the enterprise to timely and high -quality delivery,” she adds. However, Ms. Karaseva recognizes, complete advances is necessary and relevant in the conditions of a high key rate of the Central Bank. According to her, for the further development of domestic manufacturers, it is necessary to create favorable conditions for the financial market that will allow enterprises to use affordable financing tools and reduce their dependence on “hard prepaid schemes”.
