The Government of the Russian Federation will allocate 3.2 billion rubles for especially significant IT projects
In Russia, financing of competence centers for import substitution of software (software) is resumed. Within the framework of the second wave, the Government of the Russian Federation will allocate 3.2 billion rubles for especially significant IT projects, and the total volume with the budgets of companies will amount to 33 billion rubles. Until 2027. At the same time, investments will be aimed primarily at the introduction of software by anchor customers, and not for development.
The government resumes the issuance of grants for projects as part of the industrial centers of competencies (ICC), Kommersant was told in the Department of Deputy Prime Minister Dmitry Grigorenko. Until 2027, b should be implementedOThe most of the 49 particularly significant planned projects totaling 33 billion rubles, of which 3.2 billion rubles. The developers will receive from the state through the Skolkovo Foundation until June 1, 2025. Another 26.2 billion rubles. It is laid down on the implementation of projects from the funds of companies – pacquic customers of software. Among them in the apparatus, “Avtotor”, “DST-Ural”, PJSC “Rostelecom”, etc. are noted in the apparatus.
Also, the Department of Deputy Prime Minister clarified that granters can transfer the terms of implementation of the project “no more than six months”, otherwise “relevant sanctions” will be applied to the companies, which ones are not specified. “We continue to improve the mechanism of selection and implementation of particularly significant projects in order to receive competitive ones that are not inferior to foreign decisions at the exit,” Kommersant said in the apparatus.
Prime Minister Mikhail Mishustin reported about the beginning of the second wave of financing ITS two years ago, at CIPR 2023. Then it was about the allocation of grants worth 11 billion rubles. (see “Kommersant” dated June 1, 2023). Prior to this, after the launch of the ITS financing mechanism itself, the funds were also allocated through the deer, however, the allocation of grants was suspended after the detention of the deputy head of the M. Maxim Parshin for “assistance in the allocation of financing” (see “Kommersant” dated June 30, 2023). In December 2024, Deputy Prime Minister Dmitry Grigorenko held a meeting with the ICC and instructed to suspend the selection and conduct an additional revision of applicants. The fact that the issuance of grants will be resumed in 2025 became known in March (see “Kommersant” from March 10).
According to Kommersant in the Minzifra, in the Russian Federation there is a large demand for industrial software, which is necessary for automation and flexibility of production. “We also carefully approach the selection of especially significant projects, an additional assessment was made to analyze the effect of the implementation of the OZP,” they say, adding that in the future grants will continue to be allocated for key initiatives in the field of replacing foreign software and other priority areas defined by the ICC.
Kommersant Rostelecom reported that within the framework of the second wave they are implementing the Smart Optical Transport project with T8, in which they also plan to replace decisions on the management of the main Vols Nokia and Huawei.
Earlier, many developing companies were reluctant to use state funds from Rodrit due to complex reporting for the allocated money, says Basalt Side Director Alexei Smirnov. “Companies taking funds from the fund must provide a report not only about the development of software, but also about its commercialization, and with insufficient commercialization, the funds were subject to return. However, the demand for software at the moment is difficult, and serious risks have arisen, ”he warns.
The developers provide a product for which the demand is already declared and guaranteed by the government, said Svetlana Leonova, deputy general director of Tops Business Integrato. “One of the priority areas of financing is mechanical engineering. This industry showed high dynamics and demand for solutions such as ERP, PLM, etc., ”she emphasizes. Financial models of companies require bonding for the strategic tasks of the state to increase use in the main areas of Russian software in all sectors of the economy, said Mikhail Khazov, director of interaction with state power bodies of Postgres Professional.
The purpose of the implementation of especially significant projects of the first wave was to quickly and systematically close the niches formed after the departure of Western vendors, says Renat Lashin, Executive Director of the Arpped Software Arpp. But now it is necessary to resolve the issue of state support for the replication of these projects in related industries by providing customers with preferential loans, subsidies, tax deductions or other tools, he recalls.
