The government approves the expropriations for the Auto-Motoparch project in Elbasan, the Formula 1 track towards living

It seems that the Albanian government’s ambition to build a Formula 1 runway in Elbasan has been implementing recently. Today, the Albanian government has made a decision to expropriation of the owners where the runway construction will take place. The Albanian government has also charged the relevant instances to follow the procedure. The value of the expropriations reaches about 3.5 billion ALL, while the total cost of building a modern track for car competitions is still unknown.

Government decision:

Expropriation, for the public interest of the owners of immovable property, private property, affected by the implementation of the « Auto – Moto Park » project, Elbasan Municipality

Pursuant to Article 100 of the Constitution and Articles 5, 20 and 21, of Law No. 8561, dated 22.12.1999, “On the Expropriations and Provisional Use of Property, Private Property, for Public Interest”, as amended, on the proposal of the Deputy Prime Minister and Minister of Infrastructure and Energy, the Council of Ministers,

Decided:

1. Expropriation, for the public interest of the owners of immovable property, private property, affected by the implementation of the « Auto – Moto Park » project, Elbasan Municipality.

2. Expropriation is done in favor of the General Directorate of Road Transport Services.

3. Owners of immovable property, private property, which are expropriated, are compensated in full value, according to the relevant measure, presented in the table attached to this decision, for the « land » property, with a total value of 347 372 260 (three hundred and forty -seven million and seventy -two and two hundred and two thousand two.

4. The total value of the expropriation, of 347 372 260 (three hundred forty seven million three hundred and seventy -two thousand two hundred and sixty), is borne by the state budget, the « Expropriation fund » account in the Bank of Albania.

5. The value of procedural expenses, at the rate of ALL 70,000 (seventy thousand), is borne by the General Directorate of Road Transport Services.

6. Expropriation begins shortly after the publication of this decision in the « Official Journal » and the expropriation term is within 3 (three) months of its entry into force.

7. Private property owners, reflected in the table attached to this decision, shall be compensated for expropriation after they have submitted the justifying documentation for liquidation to the State Expropriation Agency.

8. The State Expropriation Agency carries out the procedures for liquidating the expropriated owners, as specified in this decision.

9. The deadline for the commencement and completion of the works is in accordance with the deadlines provided by the General Directorate of Road Transport Services.

10. The State Cadastre Agency, the Elbasan Local Directorate, within 30 (thirty) days from the date of approved of this decision, begins the procedures for laying the project on the cadastral map, according to the approved expropriation plan, and registers the act of transfer of ownership in favor of the state, in charge of the Ministry of Infrastructure, the expropriated property, according to this decision.

11. The state -owned cadastre agency suspends all transactions with the expropriated assets until the implementation of the process of laying the project on the cadastral map and records the act of transfer of ownership in favor of the state, in charge of the Ministry of Infrastructure and Energy, for the Directorate General of Road Transport Services.

12. The Ministry of Infrastructure and Energy, the Ministry of Finance, the General Directorate of Road Transport Services, the State and Cadastre Agency, the Elbasan Local Directorate, and the State Expropriation Agency for the implementation of this decision are charged.

This decision shall enter into force immediately and is published in the « Official Journal ».
