The government approves the construction of two photovoltaic plants in Fier! The companies that benefited

The Council of Ministers approved the construction of the 82 MW photovoltaic electricity generation power plant in the village of Boçova, Fier Municipality. The investment will be made by the company “Albania Solar Power” sh.pk, and is not the subject of concession or support measures.

The term of construction and work is 36 months from the date of entry into force of the decision, while the operating deadline is 49 years. The Ministry of Infrastructure and Energy together with the National Agency of Natural Resources will exercise regular supervision during the implementation and operation of the plant.

The company « Albania Solar Power » has the obligation to report every three months to the progress of the construction, to respect the environmental and legal conditions, and to provide an insurance deposit of at least 5% of the investment value. It will provide free of charge for the ministry responsible for 2% of the annual energy production, in Royalty, or the relevant monetary value.

In Albania, sun energy generation is rising at a rapid pace thanks to high solar potential and investment in photovoltaic energy. The use of solar panels for electricity generation is expanding, contributing to the diversification of energy sources and reducing dependence on traditional sources.

Approval of the construction of the photovoltaic electricity generating power plant and auxiliary works, which is not the object of concession, in the cadastral zone 3038, the village of Povelça, the administrative unit of Dërmenas, the Municipality of Fier, Fier District, from the company “Power Energy”, sh.pk

Pursuant to Article 100 of the Constitution and point 1 of Article 49 of Law No. 43/2015, “On the Electricity Sector”, as amended, on the proposal of Deputy Prime Minister and Minister of Infrastructure and Energy, Council of Ministers

Decided:

1. Approval of the construction of the photovoltaic electricity generating power plant and auxiliary works, which is not the object of concession and does not benefit from the support measures, in the cadastral zone 3038, the village of Povelça, the administrative unit of Dërmenas, the Municipality of Fier, the Fier District, from the company « Power Energy », with the following:

a) Applicant’s name: Power Energy Company, sh.pk;

b) NIPT/NUIS: M32018028D;

c) Type of Power: photovoltaic;

ç) installed capacity: 25 MW;

d) the expected deadline for employment and equipping a building permit: the time for construction, the construction permit, and the photovoltaic plant operation shall be within 36 (thirty -six) months of the entry into force of this decision;

dh) Location of Energy Generation Source: in cadastral zone 3038, village of Povelça, Dërmenas Administrative Unit, Fier Municipality, Fier District;

e) Term of operation: 49 (forty -nine) years of the entry into force of this decision;

ë) land coordinates and planning according to Annex 1, attached to this decision;

f) the Ministry of Infrastructure and Energy and the National Agency of Natural Resources have the right to exercise general oversight with 3-month deadlines during realization, work and operation, with the aim of verifying that the performance of the works, quality, conformity and operation are in accordance with the general implementation and documentation program;

g) Power Energy Company, sh.pk, is obliged to:

i. to present periodically (every three months) to the Ministry of Infrastructure and Energy and the National Agency of Natural Resources, information on the progress of the photovoltaic plant construction;

II. respect the conditions cited in preliminary environmental permits, licenses and authorizations issued by the responsible national institutions;

III. To submit the contract insurance, to the extent of not less than 5% of the investment value, prior to the signing of the contract between the company “Power Energy”, sh.pk, and the ministry. This contract sets out the rights and obligations of the parties to the realization of this project, the penalties, in the event of non -realization, as well as other issues related to its implementation;

IV. Provide free, in Royalty form, the ministry responsible for energy the amount of electricity, at 2 (two) % of the annual amount of electricity generation or its converting into monetary value. In case of converting to monetary value, the amount must be poured entirely into the state budget;

v. Fulfill the requirement, as the case may be, to sell a part of the production of the public energy generation to the public supplier, according to the legislation in force.

2. The Ministry of Infrastructure and Energy and the Power Energy Company, LLC, are charged with implementing this decision.

This decision shall enter into force immediately and is published in the « Official Journal ».
