The government approved the bill on further digitalization of the budget process
The White House approved the bill on further digitalization of the budget process. According to Kommersant, this was made with some comments, after the elimination of which the document will be entered into the State Duma. The project regulates the information support of the budget process at the federal level, fixing the obligation to use the electronic budget system by all its participants. It is also supposed to unify all available budget information systems, the expansion of the treasury control mechanism of state reasons and the distribution of subsidies to the regions to co -financing updated national projects no later than August of each year.
On Thursday, April 10, at a government meeting, a bill on the correction of the Budget Code (BC) was considered. As a source in the White House explained “Kommersant”, the document was approved, but with a number of comments. After their elimination, it will be included in the State Duma.
The most significant part of the changes concerns the information support of the budget process: BC is supposed to be supplemented with the head regulating this issue. It is planned to fix the obligation to use by all participants in the federal level of GIS « Electronic Budget », as well as establish requirements for information systems in the field of budget relations. The need for unification is explained by the fact that in the field of budget legal relations there are no special norms regarding the information support of the process, and a significant number of such systems are functioning.
As Prime Minister Mikhail Mishustin noted at the meeting, the key requirement for information systems is data unification. According to him, in the field of use of federal funds, unified classifiers, reference books and registers should operate, « so that the efforts of departments better supplement each other as part of a solution to common problems. » It is prescribed that when using the state regions, it is also necessary to ensure interaction with the « electronic budget ». Note that the proposed approach as a whole continues the logic of the authorities to expand digital control in government.
At the same time, the bill involves the expansion of treasury monitoring – the mechanism for preliminary verification of operations for financial violations. Such monitoring now concerns only the participants in the treasury escort (for example, recipients of subsidies). Now it is planned to extend it to all recipients of treasury payments – both direct (state bodies, federal budgetary institutions, all recipients from the budget) and indirect (for example, for recipients from regional budgets and regional budgetary institutions).
New rules will be introduced in stages: in relation to funds from the federal budget – from September 1, 2026, the budgets of regions and state extra -budgetary funds – from July 1, 2027, in relation to persons who open accounts in the financial bodies of the regions, from July 1, 2028.
The document was reflected in the December discussion of the problems that arose during the preparation of updated national projects launched for the period until 2030. Then the regions complained that they did not have a complete understanding of what volumes and in what terms the federal resources would be allocated for these national projects.
According to the bill, Mikhail Mishustin explained, the work on the distribution of the appropriate subsidies for co -financing will begin in June so that « the alignment of the results ends no later than August. » In 2025, according to the Ministry of Finance, the regions of 70 subsidies for the implementation of national projects are provided for the regions.
Another norm – the document provides for the possibility of a government on an ongoing basis to quickly redistribute allocation to national projects without amending the law on the budget through parliament.
