The Interim Minister of Education and Research, Daniel David, said on Monday that, at high school, there are content and manuals outdated by times, framework plans that do not register in modern curricular logic, and teaching methods have not been enriched significantly with the new technological and didactic evolutions in the field.

The clarifications come on the occasion of the transparency of the relationship resulting from the debates of the framework plans in the high school education and their revised variant, as well as the framework plan in the high school (school-pilot).

At the same time, they put in public consultation the framework plan for high school, which will represent the foundation from which it will be left in the period. June 26.

According to him, the new framework plans resulted from the integration of suggestions from the national debate, February-March 2025.

He exposed the main ideas contained in the orders of minister for the framework plans in high school:

* The need to keep a balance between disciplines to ensure the efficient formation of the eight key skills rationally accentuated according to the chain/profile/specialization

Graduates must be able to integrate effectively on the labor market (level 3 qualification after the 11th grade, respectively level 4 after graduating from high school) and/or continue their studies at post-secondary and/or university level. The formation of human resources must be done in the context of efficient assimilation of competences, but also of emphasizing the method of scientific generation of declarative and procedural knowledge and the values ​​included in them-a thing so far considered essential for higher education, in order to develop their skills through the learning throughout life and Pseudoștiţă/pseudcines, the minister said.

Changes to the current framework plans:

The disciplines can acquire extra hours from the flexible specialized curriculum and/or from the curriculum at the student’s decision on the school offer (CDEOȘ).

Physics remains with the same number of hours, and chemistry and biology each have an extra hour every year, thus reaching the level of physics and mathematics. The other disciplines remain with the same number of hours, have extra hours or are decentralized and can be completed with hours from the flexible and/or cdeoș specialized curriculum, during the high school cycle.

*** Humanist profile – Social Sciences Specialization

The socio-human discipline, Romanian language and literature and modern language have each extra two hours, during the high school. The disciplines can acquire extra hours from the flexible and/or cdeoș specialized curriculum.

*** Humanist profile – Philology specialization

*** The framework plans for the vocational and technological chain have been elaborated to meet the specific constraints of these fields.

* The minister also showed that, in addition to the standard version, he proposed for pilot a variant of framework plan that encourages more decentralization and personalization of education at school level and students, with the specialized assistance from the Ministry to ensure the quality of education in the process of personalization and in the final approval of the variant proposed by the school.

The proposed variants for piloting must have as target the profile of the graduate and the baccalaureate exam, the constraints being determined by the obligation to introduce the disciplines in the common trunk of the standard framework plans and the congruence with the chain/profile/specialization where they are implemented. The piloting unit will be presented publicly as such, including on its own site, and will include specific framework plans piloted in the educational contract. The ministry will stimulate the quality of education through the commissions of experts who will provide consultancy in the process of personalizing the framework plan and will approve their final version.

Once the framework plans are adopted, they will follow:

– elaboration of programs

« Here we need relevant and airy contents, according to European models, which will be created by mixed teams of specialists from the pre -university and university environment, to ensure continuity between the two cycles. A percentage of 25% for each discipline will have to be used for: (1) the consolidation of the competences; daily.

– The new textbooks will be designed in relation to the proposed programs and after European models, combining the classic versions with the digitized ones (including online interactive activities/gaming/artificial intelligence, etc.), depending on the specific discipline and European practices.

– training of teachers

Teachers will be invited to training programs, to effectively implement the new curricular model.

« If we programmatically implement this plan, then: the first generation (9th grade) will benefit from this educational reform of the 2026-2027 school year, and then it is gradually introduced at high school in the coming years. years, ”the minister said.
