The situation was commented by the head of the order of the protection of order Dmitry Dyakov.

The list of work includes garbage collection, filling the wells of unused technical networks, restoring one broken lattice and mowing grass, ”said NG Dmitry Dyakov.
As he noted, according to the law, the owner of an abandoned building himself chooses: to limit access to the territory with a fence or close the entrances and window openings. The owners of Kevade, 4 chose the second option. The city cannot force them to protect the territory, since this is private property. There are many abandoned buildings in Narva, but in some of them they maintain order without reminders, and in some they begin to act only after receiving instructions.

Information is transmitted to the bailiff who collects a fine if the owner has not resolved the question within the allotted time, ”added Dmitry Dyakov.
Once the idea was proposed to close the destructive buildings with false facades, but so far not a single legal act is either at the local or at the state level. And the city government, as an executive branch, cannot introduce such a requirement and force it to fulfill it, if there is no relevant law. But, according to Dmitry Dyakov, the false facades would not have been dramatically solved by the problem with abandoned buildings, because the situation is different everywhere: somewhere the building is not used, but the facade is in good condition, and somewhere the object is destroyed and no false facade will help it, since an additional fence is needed.
