The former deputy chief of the General Staff threatens a harsh sentence for corruption
As it became known to Kommersant, 19 years of imprisonment can receive on charges of corruption crimes the former deputy head of the General Staff – the head of the Main Directorate of Communications of the Armed Forces, Khalil Arslanov. The accusation also demands to deprive him of the title of Colonel-General and Gosnagrad, including the Order of Zhukov. Protection will insist on the unproven accusations.
The process over Khalil Arslanov, the ex-head of the Office of the Office of the Technical Formation of the Directorate of Management of the Armed Forces of the Russian Federation Pavel Kutakhov (the grandson of the Marshal of Aviation Pavel Kutakhov) and the military acceptance officer Igor Yakovlev continued in the 235th garrison military court since June 2022.
The former deputy chief of the General Staff Arslanov and the other persons involved appeared in court on charges of fraud on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation), related to state defense order.

Last week, the judicial investigation was declared complete, and from May 19 the debate of the parties began, in which the representative of the state prosecution was the first to act. Despite the fact that the trial took place in closed mode, “Kommersant” became known that he asked the judge to recognize absolutely all the accusations against the defendants.
Khalil Arslanov, for fraud, the prosecutor requested nine years of imprisonment, a fine of 900 thousand rubles, and the ban on holding senior positions for three years.
In addition, the prosecutor’s office demanded that the defendant be deprived of the title of Colonel General and Gosnagrad: orders “For Military Merit” and Zhukov, as well as medals of the Order “For Merit to the Fatherland” of the II degree.
For a bribe, Mr. Arslanov was requested for 13 years, a fine of 120 million rubles, a ten -year ban on civil service, as well as additional punishments in the form of deprivation of the title and awards. Through a partial addition of punishments, the defendant Arslanov threatens 19 years in a strict regime, the payment of 120.5 million rubles to the state, deprivation of all military differences and the ability to occupy leadership positions for 12 years.
Pavel Kutakhov, the prosecutor believes, for fraud should serve eight years in general mode, remain without the title of Colonel of the reserve and medal of the Order “For Merit to the Fatherland” of the II degree. In addition, he has to pay 800 thousand rubles. And for three years to forget about the civil service.
For Igor Yakovlev, the prosecutor believes, six years of general regime, and taking into account the period not served in his first case (was convicted of fraud in 2018 by the Meshchansky District Court), seven years.
In addition, the prosecution asks him for three years to ban the civil service and deprive the title of captain of the first rank reserve.
In a criminal case considered by the court, 340 volumes. In accordance with them, the investigation was based on the alleged fraud in the purchase of military routers from Voentelekom JSC, as well as consumables from other manufacturers by almost 1.5 billion rubles. At the same time, the products, according to investigators, in violation of contracts were of Chinese origin, and in Russia they were only collected. The cost of some of them was again overstated compared to the mid -market, according to the GSU of the Investigative Committee.
In addition, he considers the investigation, the general, the colonel and the captain was stolen 191.4 million rubles. Of the almost 250 million, allocated by Voentelecom in the framework of the « Complex of the Commercial Supervision of Monitoring and Network Management Centers, Systems of Monitoring Systems of Communications. » It should be noted that the damage on this episode was completely repaid the JSC itself, and the investigation learned about other alleged frauds, thanks to pre -trial cooperation agreements that the alleged accomplices of theft from the “military,” concluded with the prosecutor’s office. They were previously convicted in a special order.
To the Lord Arslanov, Kutakhov and Yakovlev the victim in the person of the Ministry of Defense, a lawsuit was filed for 1.4 billion rubles, which the state prosecutor asked to satisfy in full, collecting the damage from them in jointly.
The defense that does not recognize the charges, but the requested, especially for Mr. Arslanov, calls the punishment “prohibitive”, should begin to speak in court on May 26. True, lawyers are not sure that they will have time to prepare for this date.
