The first forum of carriers of the Republic of Croatia, organized at the initiative of the Zagreb Carrier Association, brought together numerous representatives of the institutions important for the activities and the undisturbed business of Croatian carriers. On this occasion, the HOK carriers formulated the requirements for the improvement of the profession that will be sent to the competent authorities to act, and concerns the problems of infrastructure, the workforce and the disposal of construction waste or excess countries.

« There are a lot of problems that burden Croatian carriers and this forum is needed as a key platform for talking about them and finding a joint solution together. Our carriers do not know at the moment in which direction they are going to fight today. We have chosen three of them to talk about today – the problem of infrastructure and the green transition, the problem of labor and the employment process and the problem of construction. Much should not be our concern, but the burden is on our backs, and this is the place where it is a goal to relieve the profession, ”concludes the president of the Association of Carriers of Zagreb and the Vice President of the HOK Transport Guild Zdravko Bubnic.

It has been pointed out several times that the Republic of Croatia has one of the oldest fleets in Europe, and in the absence of quality means of transport, we are lagging behind the European Union countries because Croatian traffic carriers participate with environmentally unacceptable vehicles. Currently, there is no operational mechanism of granting co -financing for green transition in freight transport with small entrepreneurs and craftsmen in Croatia, which seriously slows down the decarbonisation of the transport sector, especially in small carriers and craftsmen who do not have financial capacity for independent investments in electric or other vehicles with alternative drive.

Participants agreed that it is necessary to find the modality of co -financing of the cargo transport sector, especially for modernization and digitization of the fleet, and as a good example, a tender of the Ministry of Environment and Green Transition « Investing in Road Transport with Zero Green Shrogs », which will be financed by the Modernization Fund Taxi carriers provided. Namely, at the initiative of the HOK, the Ministry has officially reported that crafts-including lump sums of craftsmen-will be acceptable applicants as part of the announced call, and it has been confirmed that the Croatian Chamber of Crafts will participate in the call production process.

EU MP Nikolina Brnjac She emphasized in her video show that road transportation is the spine of the Croatian economy because they make up 70 % of the total turnover of goods and services in the Republic of Croatia and that Sekor is crucial to the achievements of goals from the European Green Plan, or reduction of traffic emissions by 90 % by 2050, pointing out the modernization of the fleet as the need and key, but also a challenge for domestic transporters.

– Financial instruments are required to enable the investments at state and EU levels of decarbonisation goals, but in real deadlines and not at the expense of entrepreneurs and their business and jobs – Brnjac said to the assembled data that the average age of a cargo vehicle in Croatia is greater than 14 years and thus exceeding EU average of EU. More harmful particles, so investments in the fleet is not only an ecological issue but also a business, thus increasing the competitiveness of domestic carriers.

She informed the rally IO competition for the Environmental Protection Fund in the fourth quarter, which will be worth 45 million euros and intended to co -finance the procurement of vehicles with zero exhaust gases for the M1, 2 and 3 and N1, 2 and 3 vehicles.

The forum was presented and burning the problem of construction waste management or excess land from excavation.

– It is also important to mention the problem of carriers engaged in the transport of scattered cargo. Specifically, excavation material that is not installed in a building and does not represent mineral raw materials is considered a waste. Such a legal definition in practice causes numerous problems in the legal care of excess earth, although it is most often a non -iconic country suitable for re -use. Currently, this is a burning problem in the City of Zagreb, which is in the intensive phase of construction and infrastructure interventions, which further exacerbates the situation, because there are no longer available depression or locations in the area of ​​the city that the excess country could be legal and environmentally friendly. Therefore, interviews with the City of Zagreb have been held and through the HOK, the Association of Treasury of Zagreb and the City of Zagreb will be launched by the initiative of amendments to the legal regulation related to the care of excess countries from excavation, more precisely the waste management law in the authority of the Ministry of Economy, and consequently the rulebook on construction waste and waste containing asbestos, which is under the competent environment, The problem exists in numerous local government units – announced the HOK Vice President and the President of the Zagreb Chamber of Crafts Antun Trojnar.

The guild of carriers of the Republic of Croatia defined conclusions that will be sent to the competent authorities, whose implementation would be improved by business conditions for Croatian carriers and presented by the President of the HOK Guild Ivan Milicic:

· Considering that the Republic of Croatia has one of the oldest fleets in Europe, it is necessary to ensure the target co -financing of the renovation of a trucking park for licensed carriers of Euro 6 norms as a temporary but necessary transition measure;

· We are looking for accelerating administrative procedures to obtain work permits for foreign workers;

· Due to the high cost of employment of foreign workers, it is sought to encourage employers to prioritize domestic workforce through targeted tax relief or subsidies;

· The Croatian Chamber of Trades and Crafts will initiate changes to legal regulations related to the disposal of surplus countries from excavation, more precisely the Law on Waste Management in the Ministry of Economy, but also the Regulations on Construction and Waste containing asbestos, which is under the competence of the Ministry of Environment and Green Transition. A long -term solution is necessary to develop a long -term solution that will include all local self -government units, and such a system must be legally established, operational sustainable and environmentally acceptable, with clearly defined mechanisms of control and re -use material;

· In the territory of the Republic of Croatia, it is urgent to establish a temporary location for the acceptance of pure land, and in order to immediately stop the illegal disposal.
