The fight against foreign influence was supported without questions

The Government Commission on Forever Activities at the meeting on March 31 considered the next portion of deputy initiatives. Two documents aimed at combating foreign influence were supported by the commission without comments. A number of other projects that concern, in particular, the struggle with fake rewards and obsessive persecution (Stalking), the government was considered inappropriate.

The bill of the group of deputies, led by the Speaker of the State Duma Vyacheslav Volodin (United Russia), aimed at tightening the legislation on foreign agents, the government commission supported without comments. Recall that the authors of the document propose to expand the list of grounds for including persons in the corresponding register, adding points on the provision of assistance in the execution of decisions of international organizations and foreign government agencies, if they are “directed against the security” of the Russian Federation, as well as the involvement of citizens in such activities (See “Kommersant” from March 24).

The second bill from the same package, expanding the list of criminal cases, the consideration of which is possible in the absence of the defendant, if he is abroad and evades the appearance of the government, is also conceptually supported by the government, follows from the recall project approved by the commission. We will recall that such compositions as calls for terrorism, extremism, violation of the territorial integrity of the Russian Federation, mass riots and unreasoning aggressive war, spread fakes and discrediting the armed forces of the Russian Federation, destroy or damage military burials and monuments, as well as rehabilitation of Nazism.

In parallel in the White House, a number of short stories were studied to the Code of Administrative Offenses (Code of Administrative Offenses) and the Criminal Code (UK) of the authorship of opposition deputies.

The initiatives of the State Duma deputy Mikhail Delyagin (“Fair Russia – for the Truth”), designed to tighten the responsibility of officials under articles on the initiation of hatred (Article 20.31 of the Code of Administrative Offenses and Article 282 of the Criminal Code) did not receive the government. The call draft states that both the criminal and administrative codes already provide for a more stringent qualification of the relevant acts if they were committed by a person using their official position.

The initiative of another Socialist Revolution, State Duma deputy Dmitry Gusev, who proposed to extend the punishment for the establishment and manufacture of signs similar to the state units (part 2 of article 17.11 of the Administrative Code), to regional and “departmental” awards, as well as their sales and acquisition, did not support the initiative of the State Duma. The recall draft states that the concept of “departmental awards” by the legislation is not defined, and the subjects of the Russian Federation may provide liability for the manufacture of “pseudo -regional” signs independently.

Finally, to the bill of “new people” on administrative responsibility for obsessive persecution (Stalking) in the Cabinet of Ministers was proposed to return after the lawmakers submit to the State Duma the basic bill “On Countering Outgoing Pursuit”, where they formalize the definition of stalking.

“The introduction of a new type of administratively punishable act should be preceded by the adoption of the relevant federal law and subsequent monitoring of the practice of its application,” the recall project said.

The commission also recalled that the ban on certain actions (the authors propose prohibiting the pursuers to approach the victims of the court decision) is not provided for by the Code of Administrative Offenses.

We will remind, earlier, a similar bill was introduced by deputies from the LDPR, headed by Yaroslav Nilov. The government also did not support the initiative of liberal democrats. Mr. Nilov told Kommersant that he was ready to unite with “new people” for “joint struggle against the existing evil”.
