“Kommersant” got acquainted with the appeal of the deputy chairman of the Federation Council Committee on Constitutional Legislation and State Construction Artyom Sheikin to the deputy head of the Ministry of Council Ivan Lebedev about the activities of hosting providers from March 26. As Mr. Sheikin notes, in the process of providing services to customers, not only the organization that provides hosting services (primary supplier), but also organizations renting server capacities and reserves them (secondary supplier) can be involved. As a result, both organizations are subject to registration in the register of Roskomnadzor and are obliged to comply with the requirements provided for by law (for example, to provide only power in the Russian Federation). “Since both organizations function on the same infrastructure, there is a duplication, and possibly repeatedly repetition of information in the list, which leads to excessive administrative burden for business and complicates the monitoring and regulation of this market segment,” Artem Shekin notes in his letter.

The press service of the Ministry of Cyphra confirmed the receipt of a letter and noted that a consolidated position on this issue is being formed together with interested departments. Separately, the mincifers added that on their part in November 2024, a draft government decree on the list of information in the register of hosting providers was developed. In accordance with it, provide data (technical information about computing power, addresses and names of user legal entities, etc.) The provider will only be at the request of Roskomnadzor in case of suspicious activity.

“There is no speech about the transfer of personal data, innovations do not affect ordinary users,” the mincifers added.

As specified in Roskomnadzor, today the regulator does not need to provide information about server equipment.

The possibility of getting the same server infrastructure into the register two or more times, due to reseller companies, is confirmed by the general director of the Ruvds hosting provider Nikita Tsaplin. At the same time, according to him, if you exclude such resellers from the registry, their work will “lose meaning”: “This will reorient the flows of customers towards companies in the register with confirmed equipment, which will actually destroy the reselling market,” explains Mr. Tsaplin.

However, the RTK-Tsod (included in Rostelecom) believe that the exclusion of the seller of services from the registry is useful clarification in the law. According to the director of the company for interaction with state authorities Dmitry Panyshev, they encountered the RTK-tsyu with the conflict designated by the senator in working with GIS. “Therefore, we support the introduction of improvements,” he said.
