The ex-Zamglavs of the Minzifra Parshin sentenced to 9 years in a colony for receiving a bribe
The Khamovnican District Court of Moscow sentenced to nine years the former deputy head of the Ministry of Cyphra Maxim Parshin for receiving a bribe in the amount of 31.5 million rubles. The latter, lobbying for the allocation of the grants of five companies controlled by him, received eight and a half years of the colony. Both convicts must also pay fines of 315 million rubles. Despite the fact that at the beginning of the process, Maxim Parshin was in jail, and Mr. Monosov – at large, the announcement of the sentence both met in a cage with armored glass. Recall that, according to the plot of the prosecution, in 2022, Mr. Parshin, who oversaw the activities of the Russian Information Technology Development Fund, to which the Mincifre allocated grants from the budget for the introduction of Russian software, decided to benefit from the situation. The official provided a predominant consideration of applications proposed by Mr. Monosov 14 companies in competitions. According to their results, five companies won in November and December 2022. Each of them was allocated grants from 70 million to 100 million rubles, and in total over 450 million rubles.
The official bribes were supposed to amount to 5% to 10% of the allocated money, and in the amount of 31.5 million rubles. Initially, Maxim Parshin pleaded guilty, but then refused these testimonies.
Alexander Monosov, at the end of the process, even outlined a non-trivial version that, going to meet with the official, he confused the folders: instead of the one where there were documents about problems in the IT industry, he brought the one in which the money was to buy the wife of the Cartier bracelet. He allegedly planned the jewelry to give his wife a birthday.
However, the accusation found this version of the insolvent, and the prosecutor Anton Tretyakov in the debate of the parties I quoted the results wiretaps of meetings of an official and a businessman. In them, Maxim Parshin promised to “cleanse” the composition of the Grant Committee, with the participants of which he had to hold “group psychotherapy sessions” in order to force to vote for the right companies and “not to be clever”. “Now they will all fit with me,” promised Maxim Parshin Alexander Monosov.
For receiving a bribe on an especially large scale (part 6 of article 290 of the Criminal Code of the Russian Federation), the state prosecutor demanded to send the former deputy head of the Ministry of Cyphra to a maximum security colony for 13 years with a fine of 315 million rubles, and a monosov entrepreneur with a fine of 500 million rubles.
However, the decision of the judge Olga Zhelyazkova turned out to be somewhat softer: she gave Mr. Parshin nine years of strict regime, and Mr. Monosov for half a year less – eight and a half years of imprisonment. According to the sentence, both must also pay fines in the amount of a tenfold amount of the bribe – 315 million rubles. At the same time, the court deprived the ex-Zamglava of the Minzifra of the China of the actual state adviser of the 3rd grade (corresponds to the title of Major General), prohibiting the senior positions in the civil service within six years after the dismissal-for five years in commercial organizations.
Seized during the detention of 3.75 million rubles. were confiscated. The property of the defendants in the total amount of 200 million rubles. It remains under arrest to execute the sentence regarding the payment of fines.
It is worth noting that it will be quite possible to pay him to Mr. Monosov. A businessman who had previously sold BOThe legend of their share in the Rostelecom BFT, about 600 million rubles turned out to be on the accounts.
Lawyer Maxim Parshin Daria Shulgina and defender Alexander Monosov Denis Saushkin told Kommersant that they did not agree with the sentence and intend to appeal. They noted that the position of the defendants remains unchanged: they deny their guilt, believing that during the meetings, « the prosecutor pulled out of the context and interpreted in his own way. » In the table, which, during the meeting, Mr. Monosov showed Mr. Parshin, was not at all the sum of the “kickbacks” that the official was supposed to, but “the analysis of the risks of non -fulfillment by firms of contracts,” said Mr. Saushkin.
