The EU plans to allow 17-year to drive a car with an accompanying person throughout Europe
Today at the meeting, the Riigikogu commission on the European Union approved the updated position of Estonia on the Directive Rights Directive, according to which persons aged 17 years of age will receive the right to drive a car and they will no longer be obliged to take a new driving exam in reaching the age of 18, the Riigikogu press service reports.
The chairman of the commission, Peeter Tali, noted that at the negotiations that began two years ago, Estonia acted with a position according to which in the European Union the right to drive a car of B-Categoria in the presence of the accompanying person could have persons aged at least 16 years, since in Estonia a similar decision has been applied for many years.
“Since in many member states, minors still did not have the right to drive a car, this proposal did not receive support. However, as a compromise, according to the directive, in the future, a 17-year-old driver will be able to be at the wheel in the presence of the accompanying person, ”Tali said. – Another positive change – in the future, young drivers, upon reaching 18 years of age, will not have to re -pass the state exam and change the driver’s license. In addition, the right to drive a car in the presence of the accompanying person will operate throughout the EU. ”
When adopting, the Estonian directive will have to change the regulation of a limited driving right. But this does not mean that in the future 16-year-olds in Estonia will not be able to drive a car in the presence of the accompanying person-they will be able to drive a motor vehicle with an instructor during practical classes. At the moment, the requirements for the instructor are more stringent than to the person accompanying the young driver, but when developing the directive, it will be possible to consider the possibility of changing these requirements.
In addition, the directive is designed to give 17-year-old drivers the right to drive motor vehicles category C1 and C in the presence of the accompanying person. As a compromise, Estonia is ready to support the provision according to which the Category C and C vehicle management scheme will operate throughout the European Union in the presence of the accompanying person or as a domestic opportunity.
If the directive enters into force in the current form, the updated driving system in the presence of the accompanying person in Estonia will begin to operate in 2029.
