The Ministry of Justice and Digital Technologies submitted a draft prison lease agreement between Estonia and Sweden for approval to the government. According to the agreement beneficial for Estonia, the number of employees in the Tartu prison will be significantly increased to resolve the issue of the empty building of the Tartu prison with a completely closed content of Swedish prisoners with low risk, the press service of the ministry reports.
How the ministry emphasizes, Estonia and Sweden began negotiations based on the important interests of both countries. The interest of Sweden is to solve the problem of the overflow of its prisons, in the case of Estonia, in solving the issue of an empty building of special purpose, which is expensive for taxpayers, and in ensuring the employment of our prison employees and the further development of their professional skills. Estonia has an obligation to ensure security to maintain the capacity and readiness of our prison institutions in crisis situations. The agreement between Estonia and Sweden will help the prison service fulfill these obligations at a more professional level.
Currently, 600 out of 933 seats in the Tartu prison are empty. “As a result of very constructive negotiations, we have reached a draft agreement that will provide 400 jobs in Tartu and save prison buildings that are important for Estonia’s internal security,” said the Minister of Justice and Digital Technologies Liiza-Li Pacosta. “The Estonian prison system is a world class, we use highly effective digital services at a high level – but the more we use digital capabilities, the higher the requirements for prison workers. To hold these people, real professionals, in the public service and ensuring the security of the country is our duty and our joy, ”adds Pacosta.
The purpose of the agreement is to ensure internal security in a situation where the number of prisoners in Estonia has significantly reduced in recent years. “The agreement gives Sweden the opportunity to place up to 600 prisoners with a low level of risk in the Tartusk prison. All content costs associated with foreign prisoners will be covered with Sweden, so there will be no additional load on Estonian taxpayers, ”Pacosta explains.
According to the minister, the agreement is an example of how international cooperation can wisely and with a visionary approach to solve national problems: “In addition to maintaining the operation of the prison, the prison lease project will also create new jobs and strengthen our cooperation at the international level. He shows Estonia as a reliable and capable partner. ”
Sweden is faced with the need to increase the capacity of prison seats and is actively looking for solutions to satisfy growing demand. The Minister of Justice of Sweden Gunnar Stemmer emphasized that cooperation with Estonia in this situation is a significant and balanced step that meets the interests of both countries: “Estonia is a very important and close partner for Sweden, and cooperation between our countries is significant and valuable in many areas. Renting a prison premises in Tartu is an opportunity to further deepen this cooperation, and we are waiting for this with great interest, ”Stemmer said.
According to the draft agreement, the concluded will be selected together with the Estonian and Swedish authorities. Persons with a high level of risk or inappropriate due to threats of security are excluded. All expenses associated with the placement, nutrition, supervision and medical care of foreign prisoners are covered by the Swedish state. Not a single foreign prisoner is released in Estonia, but is sent back to Sweden at least a month before the expiration of its conclusion.
