Poprad. The deputy of the Poprad council Marián Barilla (vote) is applying for funds from the participatory budget of the city. In Poprad it is testing it for the first time. The package has 100,000 euros, the money is divided according to the population for eight parts of the city. People vote directly for selected projects.
Barilla asks for its project of modernization of the southern park in the largest south district of 32.5 thousand euros, which is a third of the budget.
« If deputies who have the possibility of listing and form of projects selected for the final vote also enter the assessment of applications, it should be clear how their possible conflicts of interest are addressed, » says Michal Piško, head of Transparency International Slovakia.
The deputy responds that it does not perceive as a conflict of interest. « The project has not been created from a political assignment, but in response to the real need, which has long been communicated by the inhabitants of the South housing estate, » he says.
Barilla is also the chairman of the District Voice branch and also the director of the Poprad branch of the Social Insurance Agency. He promotes his project on the social network, and also made leaflets.
The mayor appointed the commission
The rules of the participatory budget are set by cities themselves. Slovak legislation does not know this term and municipalities must find their own ways to set them.
Poprad in your own rules It does not exclude Members’ projects. Allow this in several cities, but for example in the Old Town in Bratislava are the deputies of the municipal council excluded. The employee of the municipal authority cannot also submit projects.
In Poprad this year it works so that the target group of the project must be more than 30 people. The entity applicant for support must prove the support of the project by obtaining at least ten signatures on the prescribed signature sheet.
Each project received will then undergo a formal control of the coordinator.
Those that have passed will be assessed by the commission appointed by the mayor Anton Danko (independent). The Commission is made up of representatives of parliamentary clubs, representatives of non -attached deputies and professional staff of the municipal office.
Barilla deputy does not know that someone from his party colleagues would be in the commission. « The commission is not politically occupied, its members appoints the mayor of the city on the basis of the rules of the participatory budget of the city of Poprad, » he says.
He does not have a list of members of the Barilla Commission, he bequeathed us to the city. However, this did not answer the questions the mayor appointed to the commission.
