The deputies refused to « make » in Narva « Family Nest »

Deputies of the Narva City Assembly did not support the creation of the Family Nest project, in which Narva parents wanted to teach to be parents. Thus they refused to finance the project by the European Social Fund – from 107 thousand euros, from its implementation under the wing of the Narva Center for Social Work. The deputies who did not support the project explained the reasons for their decision.

It was precisely the predetermination of the place for placing the “family nest” that caused a protest among many members of the City Board, who believe that the competition should be announced, and the offered areas on Maslov 3, where the children’s shelter works, is not the best option.

The informal leader of a small group of deputies who are not included in any faction, but acting together, who, usually acting on the side of the majority, Vladimir Zhavoronkov, told the Narva newspaper that he did not vote for the project of the “family nest” (“Perepesa”, est.), Since he was primarily damp in commissions, leaving too many questions and doubts.

“He was not even discussed by the financial commission, key in matters related to the spending of significant budget funds. The social commission did not decide on its opinion. We have a situation where two deputies, the head of the non -profit association “Each child have his own house” Natalia Umarova and the head of the Center for Social Work, Tatyana Stolfat, want to enter him into their structures, and the latter has an advantage, being a member of the ruling faction, chairman of the city collection. This is a political struggle, and the problem is how it is being conducted, ”says Zhavoronkov.
He believes that the organization of the work of Perepesa on Maslov 3, in pre -prepared, repaired for 32 thousand euros for him, looks bad.

“This is not corruption, of course, and it is not necessary to hold the competition here, but the money already invested by the city is not a reason not to look for other options, possibly more convenient for customers, Narvites,” said Vladimir Zhavoronkov.
In his conviction, 143 thousand euros, which should have been compiling the city of the project, today it is wiser to spend on something more necessary, for example, to direct the poorest part of young parents.
“If you simply distribute them as benefits, so that people spend money on what they really need, there would be more benefits,” says Zhavoronkov.

The financing of the “family nest” from the state is allocated for two years, and how the city will cope with the maintenance of its work further, is not very clear, the critics of the project indicate.

Four jobs

The explanatory note to the draft resolution of the City Council said that the Family Nest would create four jobs: the project manager, the head-coordinator of the game room, speech therapist and psychologist.
The target group of the Family Nest project – families in which there are children of the age group – from birth to school age.

As noted in the explanatory note, recently cases have been noticeably more marked when parents do not know how to behave with children. “Therefore, in families, when raising children, many conflicts and problems arise, the needs of the child’s development are not noticed and are not supported on time, which will lead to a large burden on municipal specialists in the future.”
Another question is, what will make such, not the most prosperous parents, who are not interested in the development of the child, seek help in Perepesa? It is incomprehensible.

Still, Narva in this case is not trying to invent a bicycle-in different places in Estonia, six “family nests” are already working, this is a proven format.

The fact that there were deputies who did not want to vote for the creation of a “nest” was sharply condemned by Yan Kondrashova, deputy chairman of the City Council, on her Facebook page.

“And again, ashamed of Narva in front of families with children. Once, by the will of deputies, we did not create a supporting center for students with special educational needs (HeV). And today we did not have enough votes in support of the project of the Center for preventive work and support for families with children. When a political game goes at the expense of families and children – this is no longer a politics, it is irresponsibility. Someone did not come, someone refrained, and someone just refused to vote while in the hall. The most absurd justification was the reference to the fact that the project supposedly did not quite see a commission. At the same time, it was precisely these same opposition deputies who were in power systematically and regularly ignored the decisions of such commissions, because “they are only a recommendatory nature,” as we were always indicated, ”Kondrashova wrote.

« We do not know what expenses will be »

On her page, Natalia Umarova answered her.
“Everything is targeted for the Center for Social Work, other options were not considered. I draw attention to the fact that the budget of expenses has not been attached to the decision for at least the next 2 years, which is from the point of view of the preparation and validity of the decision by unprofessional, ”Umarova said, noting that argumentation in favor of Maslov’s choice, 3 in the explanatory note sounds unconvincingly.
“We are solemnly informed that this is within the city, which is already positive. I wonder if it is possible to create something in the city’s city with a decision of the city? ”Asks the question of Umarova.
