The defendants in the case of abuse during the reconstruction of buildings of the Ministry of Internal Affairs were convicted
In Moscow, a verdict was sentenced in the case of abuse, admitted during the reconstruction of the complex of buildings of the Ministry of Internal Affairs in Gazeta Lane. According to the investigation, during the work, their estimate was overstated, which caused the police department damage in the amount of 40 million rubles. The real terms – nine and seven years of colony, respectively, received the former deputy head of the expert center of the Russian Guard Alexei Snegirev, recognized by the organizer of the crime, and entrepreneur Maxim Ivanov. The rest of their accomplices, including the ex-head of the capital construction department of the Department of the Ministry of Internal Affairs of the Ministry of Internal Affairs Dmitry Petrukhin, are punished conditionally.
The 235th garrison military court in Moscow sentenced the former head of the capital construction department of the Department of the Ministry of Internal Affairs of the Ministry of Internal Affairs of Dmitry Petrukhin, his deputy Vadim Safyanov, the deputy head of the State Examination Center in relation to the objects of defense and security of the Russian Guard, Alexei Snegirev, General of Energostroy LLC Maxim Ivanov and Dmitriy Kovalev. Colonel Snegirev was found guilty of receiving a bribe on an especially large scale (part 6 of article 290 of the Criminal Code of the Russian Federation) and exceeding official powers with causing grave consequences (paragraph “c” of part 3 of article 286 of the Criminal Code of the Russian Federation). The rest of the defendants were convicted only under the article on abuse of authority.
According to the case file, the crimes were committed by the defendants during the reconstruction of two buildings of the Ministry of Internal Affairs of the 1930s of the construction in the newspaper lane of the capital. According to investigators, the contractors overestimated the estimate of the work performed, presenting, respectively, for examination documents with false information. The then deputy head of the Federal State Educational Standard “Center for State Expertise in relation to the objects of defense and safety of the Russian Guard” Snegirev prepared a positive conclusion for repairs in exchange for rollback: the contractors transferred 6 million rubles. the commercial structure where his relatives work.
The damage caused by the Ministry of Internal Affairs, which was recognized as the victim in the case, was estimated at 40 million rubles.
The crime was identified by the Security Service of the Russian Guard and the Chekists. On June 9, 2024, Colonel Snegirev was detained by employees of the Main Investigative Department of the Investigative Committee of Moscow, the FSB and the Russian Guard. Searches were held in his office and at home. That evening, he was arrested by the Presnensky district court of the capital. It should be noted that at first the investigation qualified the actions of the defendants as a particularly large fraud (part 4 of article 159 of the Criminal Code of the Russian Federation), but then the articles of the Criminal Code changed – most of the defendants did not reveal the investigation of the selfish motive.
During the trial, Maxim Ivanov, Vadim Safyanov and Dmitry Kovalev pleaded guilty to exceeding official powers. Alexei Snegirev also agreed with this accusation, but according to the episode with a bribe, he, however, rejected the claims and asked him to justify.
As a result, the judge of the 235th garrison military court, Andrei Tolkachenko, sentenced Alexei Snegirev by the totality of the crimes committed by partial addition of punishments by nine years of a strict colony with a fine in the amount of a single sum of a bribe-and deprived of the right to occupy positions related to organizational and economic activities for three years.
The rest of the defendants received conditional terms: Dmitry Kovalev – four years, Dmitry Petrukhin and Vadim Safyanov – two years.
In July 2024, Maxim Ivanov was already sentenced to Dorogomilovsky District Court of Moscow to six years of general regime for particularly large fraud (part 4 of article 159 of the Criminal Code of the Russian Federation). Then he was found guilty of the theft of budget funds allocated for the construction of the educational building of the Moscow University of the Ministry of Internal Affairs of Russia. In the current case, the court sentenced him to four years in the colony, and taking into account the first sentence – seven years of the colony of general regime.
The military court did not satisfy a lawsuit of the Ministry of Internal Affairs of the defendants, deciding that he should be considered in the order of civil proceedings.
