The Congress supports the PP proposal to reform the CIS after an avalanche of criticism of Tezanos | Spain
There are few things that raise broad consensus in Congress, and José Félix Tezanos is one of them. From vox to Podemos, from Junts to add, from EH Bildu to the PP, everyone agrees that the president of the CIS does not give one and in which the scientific rigor is subject to his political militancy. All but the PSOE, of course. The Socialists continue to defend against wind, tide and democopic triggers to the sociologist and party partner who, they say with all conviction, « right at the star moments. » In that climate, the PP took a law proposal on Tuesday to reform the operation of the agency. And although the measures raised did not raise the same consensus, the initiative was taken into consideration thanks to the favorable vote of Junts.
« Antitezanos Law, second assault, » Txema Guijarro baptized her, to add. The questioned management of the Socialist Professor at the head of the public institute is one of the most beloved issues of the PP, which has even opened a research commission in the Senate, thanks to its absolute majority there. It serves as food for your mantra of the « Sanchist occupation of the institutions. » The last movement has been exhuming a proposal of law already failed two years ago in Congress that raises a reform of the public demonstration institute.
Tezanos was a member of the PSOE executive at the same time of his choice, hence the PP initiative advocates first of preventing it from being designated to direct the CIS anyone who has occupied political positions or in union and business organizations in the previous five years. Although the Government would continue to propose the candidate, this could be vetoed by the absolute majority of the Congress. The popular also suggest the prohibition that the CIS does surveys during electoral campaigns. And neither would I be authorized to use the kitchenthat is, I would have to publish the gross data without interpretations.
The allegation against Tezanos was carried out by the popular José Antonio Bermúdez de Castro. « CIS surveys are no longer believed, not even Sánchez, who knows they are science fiction, » denounced the deputy, after appealing to a study of the democopic expert of El País Kiko Llaneras, which concluded that the agency overestimated the possibilities of the left in 41 of 42 elections studied. Bermúdez appealed to the Socialists: “The CIS has not asked about the amnesty, for the separatist quota, by the Ábalos caseby the State Attorney General … Do you think this is normal?
The diagnosis of Bermúdez de Castro on Tezanos did not find more replica than that of the socialist Javier Rodríguez Palacios, who wielded his only recent success, although very striking, yes: the general elections of July 2023, when most private surveys, the deputy said, reviewed the deputy, They had already crowned Alberto Núñez Feijóo as « democopic president. » The others, with greater or lesser emphasis, agreed on the pro -government bias of Tezanos: Mikel Legarda (PNV), Mertxe Aizpurua (EH Bildu), Josep Pagès (Junts), Etna Solems (ERC), Carlos Flores (Vox) and even pebble (add). And they also agreed on something else: in denying the PP authority to propose this reform given its action when it has been in the government.
Flores, from Vox, revealed one of the most incisive in this aspect. He recalled that the current law on the CIS was promoted by the PP 30 years ago and reconvened his bench: « Why have they not started apologizing? » Guijarro extended to detail the background of appointments of the PP at the head of the CIS, as Pilar del Castillo, then Minister of José María Aznareither Ricardo Montoro, who directed the institute at the time when his brother Cristóbal was Minister of Finance. « This does not improve the CIS, it goes to wear out the PSOE, » said Erc.
Pagès, from Junts, began with a similar appreciation about the intentions of the popular: « It is more a matter of political hypocrisy than of democratic will. » Then he dedicated hard attacks to the government, whose performance at the head of the CIS and the resignation of Sánchez last year, on the eve of the campaign of the Catalan regional elections, he came to compare with the “dirty war against independence” at the time of Mariano Rajoy. After distributing right and left stakes, Pagès admitted that the CIS needs « a different governance system. » As Junts usually does, he left in the air the meaning of his vote, which was not known up to three hours later: he spoke in favor of admitting the proposal, along with PP, Vox and UPN, which led to the defeat of the Government.
Another block of criticism focused on reform proposals itself. The penile Legara argued that the veto capacity that would be granted to Congress in the appointment of the president of the CIS would lead to another distribution of chromes between the two great parties. « As in the Judiciary, » he said. Flores stressed that the director of the agency would be imposed requirements that are not even required to be a magistrate of the Constitutional Court. On this point, the coincidence – more strange – occurred between and the PSOE, whose deputy Rodríguez Palacios said: « having been in politics becomes a kind of criminal record. » Theoretical discussions apart, in the end the censorship of the performance of Tezanos ended up imposing: 178 votes against 167. The future of the initiative now depends on whether the majority of PSOE and adding on the table opens the process to prepare the law.
