The Civil Guard proves that the Cecopi did not record the Dana meeting despite having the technology | News from the Valencian Community
The Deputy Director of Emergency of the Generalitat, Jorge Suárez, confirmed to the Civil Guard that the Cecopi meeting – the organ that managed the Dana crisis that left 228 dead in Valencia – was not recorded, despite having a technological system that allowed registering, storing and downloading these meetings later. This is revealed by an armed institute report commissioned by the judge of Catarroja (Valencia) that criminally instructs the investigations, Nuria Ruiz Tobarra, to which the country has had access.
In the call of the Cecopi last October 29, representatives of 29 institutions participated – among them the Government Delegation in the Valencian Community, which attended through videoconferencing – was marked by the “blackouts” – intentional dishes – in key moments. One of them occurred during the discussion about sending the alert to the phones, which arrived at 20.11 hours, when the deceased, missing and people trapped in low floors and garages accumulated.
The Generalitat was able to record the Video Meeting of the Dana Day with the « Cisco Webex » system. However, he declined to do so because « it is an issue that is not protocol, » Suárez justified to the Civil Guard. The high position also explained that the day of the flood « There were no telephone falls that would affect the network (…) that generated an abnormal operation of the connections. »
« Serious » telephone incidents
However, as a result of the temporal, the report reveals that the Cecopi’s voice and telephone data was “severely affected” with four falls. The incidents occurred at 7.30; 18.12; 18.25 and 21.52 hours. The first three developed during the crisis peak. Together with these problems, the emergency agency suffered failures in communications with the local police of 14 municipalities and railroads of the Generalitat Valenciana (FGV) between 15.31 hours on October 29 and 4.58 of the following day. Among the consistories affected by these « incommunications » were some municipalities in the zero zero of the thrombus, such as Paiporta or Catarroja, where the flood took 56 and 25 lives, respectively. These problems were also accused in Cheste, Chiva, Benetuser, Aldaia or Requena, among other locations.
In addition, a Movistar installation near Cecopi suffered an electric cut between 6:00 p.m. on October 29 and 10 am the next day that left a part of the emergency building without coverage. The operator is the winner of the Generalitat mobile contract. The center lacks a system that guarantees the coverage of the mobile network.
The incident chain caused that, of the 240 simultaneous calls that can attend 112, the Emergency Care Service of the Generalitat could only manage Dana Day 60 communications at the same time, which were extended to 90 from 9:00 p.m., according to the document. The report also includes an additional problem. From 4.30 hours on catastrophe day, the operators could not hear “a significant number” – the device received almost 20,000 communications on 29th – of incoming calls, which forced the telephone operators to call the victims to return to the victims.
The Civil Guard confirmed that the Cecopi is full of cameras in the access and common areas of the two buildings of this body based in L’Aliana (Valencia). However, there are no chambers in the offices and interior stays of the property.
Backup
The researchers discovered that the images captured by the video surveillance system are turned into two Samsung DVR recorders, which record the interior and exterior spaces of the emergency center. Of all this material is not made a backup in the cloud or external hard drive, according to the Civil Guard.
These restrictions can hinder access to images that clarify what happened in the headquarters that the DANA managed. One of them shows the arrival at this center of the President. We can, who exercises the popular accusation in the case, requested the Judge the recordings of the Cecopi of October 29 to suspect that the photo that collects the entrance of Mazón could be manipulated. And it is that the only graphic test of the popular baron landing is the snapshot that the Generalitat gave to the instructor. According to this stamp, Mazón crossed the door of the building at 8:28 p.m., when there were already dozens of dead, and 17 minutes after sending mass alert to mobile phones.
The high position of the Generalitat also reported to the researchers of the Armed Institute that the CECOPI has a system to locate the calls from fixed and mobile phones of 112, the Emergency Telephone Service of the Generalitat. And that the emergency building has a large screen to visualize this device. The fact is key, since the executive of Carlos Mazón insists on the idea that he did not send the alert to mobiles because he did not have enough information. However, hundreds of calls to this switchboard alerted the overflow of the Poyo ravine, trigger for the tragedy, starting at 16.40 hours of the Aciaga Day from populations such as Cheste and Chiva, where the Rambla is born.
In addition to having technology to locate calls, the CECOPI has an information system with the data provided by operators such as Movistar, Vodafone or Orange, according to the Armed Institute.
The judge asked the Civil Guard for this report after the Generalitat recognized the instructor « blackouts » in the Cecopi meeting of Dana Day. These are incidents that hindered communication to the representatives of institutions that connected by videoconference. The magistrate then required the agents a document to know where they are and what angles cover the security cameras of the center. Ruiz Tobarra also wanted to find out what recording systems are used in emergency device meetings.
