The new category can be included in the program of preferential car loan in April, counting on AvtoVAZ. Experts believe that the measure will spur demand: citizens have long been interested and are waiting for the return of discounts for families with children.
The Ministry of Industry and Trade plans to return the category of families with children to the program of preferential car loans, the Minister of Industry and Trade, Anton Alikhanov, told Kommersant on the sidelines of the presentation of the new AvtoVAZ model – Lada ISKRA – at the company’s factory in Togliatti. “Those categories that we had before – teachers, doctors, participants of their own and members of their families – are largely saturated, used measures. We will expand to a family car, ”he added. For electric cars, requirements for the minimum level of localization and price do not apply. This segment provides a discount of 35% of the cost of an electric car, but not more than 925 thousand rubles. The program includes Moskvich brands, Evolute, Voyah (Motorinvest Lipetsk Machines) and Ambust A5 model produced at the Kaliningrad Autotor.
The Ministry of Industry and Trade expects that the expansion of the program of preferential car loan will give a positive effect and the situation in the car market will improve somewhat. “Of course, last year, we will probably not set the records of last year, because the drains are pressed on the market, but I am sure that we can overcome this difficult period,” says Mr. Alikhanov.
According to Avtostat, car sales in Russia began to be reduced in annual terms since February.

Based on the results of the first quarter, Avtostat worsened its forecast for the demand for new cars this year: now even an optimistic script involves a fall in sales. According to the basic forecast, the market at the end of the year will decrease by 12%, to 1.38 million pieces. The previous basic forecast of the agency suggested a fall by 10%.

The expert notes that citizens are actively interested and are waiting for this measure. “Practice shows that preferential car loan increases traffic in car dealerships. In particular, in the Lada dealerships, the traffic of buyers doubles, ”Mr. Kadakov recalls, clarifying that the effectiveness of the program will depend on the volume of the allocated funds. In 2025, more than 60 billion rubles were allocated in the budget for financing preferential car loans.
