The case with the Technical University has reached OLAF and the European Prosecutor's Office


The case of convicted of conflict of interest, but not removed, despite a legal requirement for this, rector of the Technical University has gone beyond the borders of Bulgaria. The European Fraud Office (OLAF) and the European Prosecutor's Office were referred to it, announced his former deputy rector Prof. Vesko Panov in the broadcast « Honestly with Lyuba Kulezic » on Eurocom TV.

« As far as I have information, a signal was reported to this case in OLAF and the European Prosecutor's Office, » Prof. Panov said, without giving details.

Rector Prof. Ivan Kralov was convicted of conflict of interest with a final decision of the Supreme Administrative Court of February 19. The reason – the professor has written a cash prize on his own. In addition to reimbursing the amount (about BGN 30,000 plus interest), according to the Corruption Act, it should be removed from office. The same law states that with the entry into force of a decision on a conflict of interest, the convicted one has no right to hold a public office (such as the rector), nor to run for one year.

Prof. Kralov – engineer and lawyer – is adamant that the authority who has the right and must eliminate the Rector is the Minister of Education and Science, whose power is to appoint an official rector for up to six months. Minister Krasimir Valchev's legal team claims otherwise – that this power is in the hands of the University General Assembly. When asked by Dnevnik to his chairman Prof. Georgi Todorov who will manage the university by then, ie. Prof. Panov challenged the hypothesis that the Deputy Rector of the convicted rector could perform his functions until the election of a new manager:

« The Higher Education Act says whether there is no mandate for the rector, there is no mandate for the deputy rectors, which means that No one can currently rule the university legallyS Which means: diplomas are illegal, which will sign any during this period; which means that the finances that are distributed, they are distributed illegally because they are distributed by a person who is not entitled to dispose of public finances; Which means that international projects cannot be managed. The consequences are serious. « 

The Technical University manages European projects for millions. And beyond them, it is the second largest budget from the state after Sofia University. In order to illustrate this, Prof. Panov made the following comparison: TU has a six-fold larger budget than that of the Agency for Geodesy, Cartography and Cadastre.

Prior to announcing the decision of the Academic Council to convene a general meeting in order to recall the Rector, the University spread the position of its trustees in support of Prof. Kralov.

Asked about the position, and specifically about the support of Vasil Velev and Kiril Domuschiev, Prof. Panov replied that they would not protect the thesis expressed in the letter and suggested that their names had been « used ». The position creates the suggestion that the court was wrong, Prof. Panov said.
