The court in Moscow for the second time proceeded to consider the criminal case against the former head of the Office of the Main Military Construction Directorate No. 14 (GVSU No. 14) of the Ministry of Defense Igor Kuche. He is charged with receiving bribes worth more than 34 million rubles. The Golovinsky District Court of the capital began to consider the case against the former head of the Office of the Technique and Mechanisms of the Main Military Construction Directorate No. 14 of the Ministry of Defense of 50-year-old Igor Kuche. He is charged with five episodes of receiving a bribe on an especially large scale (part 6 of article 290 of the Criminal Code of the Russian Federation).

According to the investigation, from December 2022 to March 2024, Igor Kushch received a total of more than 34 million rubles from representatives of commercial companies. « For assistance in the acquisition from the Federal State Unitary Enterprise of the GVSU No. 14 of the released road construction technique. »

For the first time, the criminal case against the ex-head of the construction department was completed and sent to the court in October 2024, but then he was returned to an additional investigation (Article 237 of the Code of Criminal Procedure of the Russian Federation).

The court found a deficiency in the indictment that did not allow to pronounce a reasonable sentence: the investigation could not establish or did not indicate the place of transfer of one of the bribes.

The defendant is currently in custody.

At the first hearing, the state prosecutor petitioned for the extension of the arrest, imposed as an interim measure on property issued to his wife and daughter of the defendant. The prosecutor argued his demand by the fact that the defendant, as the supervisory authority believes, intentionally, having learned about the criminal case against him, rewrote real estate to his family members. The state prosecutor also indicated that the defendant, according to the article of the Criminal Code of the Russian Federation, could threaten a fine up to a one hundred times the size of the bribe, and the arrest of property will guarantee the execution of the sentence in this part.

Expressing his attitude to the petition of the prosecutor, Mr. Kushch only noted that he rewrote the property on family members earlier than he learned about the initiation of a criminal case against him.

Judge Elena Astakhova, however, agreed with the arguments of the state prosecutor and extended the arrest.

After that, the defendant Kushch petitioned for the transfer of a hearing due to the fact that his defenders could not appear in court. The state prosecutor supported him in this, saying that otherwise the defendant’s right to defense would be violated. The judge also satisfied this petition.

Recall that the GVSU No. 14 recently appeared in another criminal case as the victim. As “Kommersant” saidDorogomilovsky court of Moscow sentenced the former general director of JSC Trust Moselectrotyagstroy Nikolai Mirny. He was found guilty of particularly large fraud (part 4 of article 159 of the Criminal Code of the Russian Federation). Based on the case materials, Nikolai Mirny committed the crime for him during the execution of contracts for the construction of objects in Kubinka near Moscow, concluded in 2014-2015 by his company with GVSU No. 14. The investigation considered that as a result of overstating the rates, as well as non -fulfillment of the full volume of work, the defendant appropriated at least 36 million rubles. The lawsuit of the victim-the chief military construction department No. 14-will be considered in the civil court for the amount of damage.
