It has been three months since it became clear that at a meeting in the Bulgarian Football Union the executive, financial and administrative directors of the First Professional League clubs are requested that the restriction on the use of foreigners is completely eliminated – including those outside the European Union. It turned out that the representatives of 12 of the 14 clubs attended at the Boyana meeting were demanded for this. And only September was adamant in its position that one should think in the direction of promoting the presence of Bulgarians in the starting lineup. Which also coincides with the vision of BFS President Georgi Ivanov, and, although not particularly discussed, it was also one of the points in the concept of management of the former election congress striker in 2024.

Ivanov himself did not hide his disappointment with the demand of the majority of clubs in the elite, saying the following: « What the clubs offer, we will discuss it. They want to play with foreigners without Bulgarians. I am disappointed with the bankruptcy of Bulgarian clubs to build their players. »

In reality, at that moment, serious discussions of working groups have begun at the Boyana headquarters, which will reach the most appropriate option for introducing the rule of the pitch at least one Bulgarian footballer in the title staff. The final proposal will be set out to the next Executive Committee of the Football Union, which will be either at the end of May or in early June.

According to Dnevnik, the following options have been discussed so far:

  1. Four Bulgarians to start holders without an age restriction, and two must play an entire match and the clubs have the right to change the other two at halftime.
  2. Four Bulgarians are constantly on the field for the whole match – that is, if anyone is replaced, a Bulgarian footballer will enter his place again. And again without a restriction in the age of the players.
  3. Four Bulgarians to start as holders, two of them are up to 21 or up to 23 years old. Without a discussion how long to play.
  4. The variant offered by September – a title place for a Bulgarian up to 21 years old, which is on the pitch for at least 45 minutes. The idea of ​​two titles under 21 was also discussed, one of whom would not be replaced at all.
  5. Two Bulgarians to start as holders, without an age restriction, at least one on the field throughout the match.

According to some sources, the fine of BGN 5,000 may even be imposed as a player, that is, if the option for four Bulgarians as holders is accepted, but a club bets on 11 foreigners from the first minute, it will owe a fine of BGN 20,000.

It seems unlikely that the BFS will resort to such a measure for the simple reason that because of its financial problems, it will not be possible to fatigue clubs that follow the rule. Often, as an example, the situation in Romania is referred to, where, for example, « FCSB » often plays with 9 or 10 local players among the holders, and for a season he receives about a million euros from the federation because it encourages the use of Romanian players.

But it is definitely not applicable to Bulgaria. Clubs, or at least those who have ambitions to participate in European tournaments, will surely oppose the mandatory use of Bulgarian players. Because the goal is to be competitive with their rivals in the UEFA auspices.

But what motivation will they play if they know that they are on the pitch, not because they deserve it? And are there enough quality Bulgarian players to give extra class in Europe? The answer is clear and the most evident in the results of the national team in recent years.

The Football Union is also aware that at this stage it is not possible to guarantee the constant infusion of talented players into the first teams. The relationship breaks seriously after the age of 14, when children have to focus on either elite children’s football or amateur at the regional and regional level. In this direction, the BFU has not yet taken corrective measures. One option is to create an elite football group up to 18 years old. But then the question arises as to what will happen to the duplicate, that and with the third teams that were created precisely with the idea of ​​the youths to play men’s football. A case that the BFU has no answer yet. But here can be convenient in the form of solutions from the clubs themselves to close their duplicate and third teams – as will be « CSKA 1948 » from the new season.

There is still no final decision and what the first professional league will look like next season. Until now, the number of teams has not been discussed so far, but given that it is very likely « Krumovgrad » and « Spartak » (Varna) not to receive a license, From the 2025/26 season, it can move on to a reduction of teams to 14, which will be 12 months earlier than the original plan, which envisages the reform of the elite division to shrink the participating teams to 12 for the beginning of the 2027/28 season.

However, why would there be 14 teams in the BFS in the fall in the first professional league? The reason is one – if more second league teams are inserted, it will create a problem in filling the lineup for the second level. Those who want to enter the Second League are not missing, but one of the teams that have provided a promotion – September (Tervel), there are problems with professional football license documents. The fact that the level of competition in the Seuri -East and Northwestern Third League is below those of the southwestern and southeast, where both the teams and the circles are no more.

However, there is a reserve option – if it is necessary to fill the First Professional League, you will think of creating two second leagues – Eastern and Western, but it will be decided whether to be 10 or 12 teams each. And in what option the championships will be held, and it is not excluded in the second divisions to switch to a playoff system. For now, the playoff system seems to be the safest thing about the elite. It will not be removed, no matter how many teams will be – both for the coming season and for the next ones. The BFS are pleased with the competition and the intrigue until the last, especially in the battle for survival, and in no case are they inclined to discuss a change in the model.
