The authorities want to systematize the work of state bodies with information
Minzifra intends to lead to uniformity the data contained in the information resources of federal executive bodies and state extra -budgetary funds. Since 2026, these organizations will be required to use reference books from the Federal State Information System “Unified System of Normative Reference Information” (FGIS ECNSI) to bring other data into their correspondence with them. According to the authorities, the innovation will increase the effectiveness of information interaction, which is important for both the state administration as a whole, and the high -quality and timely provision of public services.
Minzifra intends to update the provision on FGIS ECTSI – the draft resolution prepared by the department has been published on Regulation.gov.ru. The previous version was approved in January 2015, while the system plays a coordinating role and should ensure the uniformity of the names, technical codes and other data used in the information systems of various branches of public administration. According to the project, from January 1, 2026, the executive authorities and state extra -budgetary funds will be required to use regulatory reference information from the ESNSI as a standard to bring other data contained in their information resources in accordance with it. Work and state -owned companies have been recommended for the regions, municipalities, extrabudgetary funds, state corporations and state -owned companies.
The tasks of the FGIS in the project indicate the creation and maintenance of a single centralized storage and ensuring a unified approach to managing the regulatory reference information of state bodies and local authorities to maintain its relevance and reliability.
In addition, the system is necessary for the elimination of discrepancies in official information used in state and municipal administration and the provision of public services in electronic form. The ECNSI operator is mincifers, now 58 ministries and departments are working with it. De facto work on the update of the ECNSI is ensuring the general rules of the game for the new stage of digitalization of public administration, which they intend to deploy in the White House.
As noted in the apparatus of the public administration of the Deputy Prime Minister, the head of the government apparatus, Dmitry Grigorenko, for more efficient use of the data, the state and business need to be comparable and relied on unified reference books and classifiers. “The introduced changes will allow the unity of the NSI – organizations will be able to speak the same language and better understand each other's data. This will increase the effectiveness of interaction, improve the quality of reporting and analysts, will reduce data duplication and reduce the costs of processing and unification, ”said there. On February 26, Mr. Grigorenko referred to the need for the formation and centralization of the reference system and the mutual assumption of data as the condition for the effective implementation of the “data economy” national project at its presentation. In turn, the mincifers emphasized yesterday that the purpose of the project is to create a “single place”, which houses a reliable NSI to simplify its search and use, so “the interaction of the system participants will become even more effective and convenient.” The initiative of the Ministry of Construction corresponds to the state plans for the formation of digital platforms and infrastructure to provide public services in ensuring the convenience of working with them not only to citizens, but also by the authorities themselves.
According to the draft resolution, the Ministry of Construction, within four months from the date of entry into force of the document (from September 1, 2025), must approve the conditions for the provision of information in the Federal State Property Committee, including technological requirements – formats, quality standards, as well as methods and procedure for submitting and obtaining regulatory information.
