The Association of Small Energy offers Discounts on TP for Miners

Participants in the energy market propose to provide benefits to those who want to join electric networks in a special category of reliability. This developed mechanism should allow you to connect new consumers in energy -deficient areas, but with the possibility of turning them off. Part of the industry may be interested in a lower tariff for the transfer of electricity, analysts say.

The Little Energy Association proposes to adjust the draft resolution of the Ministry of Energy on the introduction of a “special category of reliability”, providing discounts on electricity transfer services for consumers attached to such a mechanism. The corresponding letter was sent to the Ministry of Energy on March 27 (Kommersant has). Among other initiatives of the industry lobby – to offer the applicant for technological connection (TP) the construction of own generation objects and the ability to exclude the investment component of the TP fee introduced from July 1, 2024.

Today, there are three categories of energy supply reliability that determine the duties of the network organization to consumers. The Ministry of Energy in February published a draft resolution on the creation of the fourth category. It is designed in the territory with energy deficit, where consumers cannot carry out the TP procedure without the construction of electric networks from 220 kV or their own generation. At the same time, the fourth category provides for the possibility of disconnecting from energy supply when the regime-balance situation is worsening. It is planned that the measure will be a temporary solution for consumers until the end of events that will ensure the technical capacity of TP objects in the first or third category of reliability. Today, the project does not offer any benefits.

The introduction of a “special category of reliability” was discussed by regulators in connection with the activities of miners. “The optimal solution is to transfer mining to energy -inflammatory areas not by prohibitions, but by economic incentives. The current regulation does not always allow this. For this, the introduction of an additional, fourth price category of consumers is possible, ”said the deputy head of the FAS Gennady stores in an interview with TASS.

The FAS was informed “Kommersant” that the initiative to expand the tariff menu for the mining business is being worked out. “In the energy -quality areas, the tariff should be attractive to potential market participants, while in areas with risks of deficiency it is advisable to work out the issue of special pricing,” the service explained. The Ministry of Energy did not answer Kommersant.

The “Energy Consumer Community” was informed “Kommersant”, which is considered necessary to ensure tariff compensation to consumers with limited access to infrastructure and regulate possible shutdown in frequency, duration and quantity. As noted in the Association, the draft resolution transfers responsibility for the imperfection of the processes of planning power systems for consumers, which will increase the risks of power supply violations. “Connecting with reduced reliability must be balanced by economically attractive conditions to compensate for the possible loss of consumers at the stage of the TP and at the stage of operation from unscheduled stops of production processes,” they say.

Director of the Association for the Development of Renovated Energy, Alexei Zhikharev, believes that restrictions on the accession of new consumers will become an incentive for the development of their own generation, including on the basis of renewables. Another possible solution for scarce areas, in his opinion, may be the integration of investment agreements between manufacturers and electricity consumers into the wholesale market.

Director of the Center for Research in the HSE Electric power industry, Sergei Sasim, believes that for connecting in the fourth category of reliability, a material compensation mechanism is required for consumers for consent to discrimination against the reliability of power supply compared to consumers of other categories. “One of the possible forms of implementation of this principle is the introduction of differentiation of tariffs for transfer by the category of reliability,” the analyst says. In his opinion, a decrease in the transfer tariff reflecting a low level of reliability could become an attractive offer for certain types of activities – energy -intensive, but insensitive to restrictions in power supply.
