The Assembly votes the payment of family allowances from the first child – Liberation

The National Assembly adopted Thursday at first reading a communist bill to pay family allowances from the first dependent child, against the opinion of the government and part of the central block, which notably invoked the cost of the measure. « The costs linked to the arrival of the first child are considerable: housing, childcare, food, loss of income … »defended the PCF deputy Édouard Bénard at the opening of the debates.

Adopted by 103 votes against 17, with voices from the left to the RN, including four LR deputies, the text was defended as part of a day reserved for the initiatives of the Communist Group (« parliamentary niche »). He will now have to go to the Senate.

If its author defended a « Adaptation to the social realities of our time »while « More than a third of French families have a only child »the government has spoken out, in particular due to an estimated cost to « Three billion euros » by Edouard Bénard. « The financial trajectory of our social security model does not allow us to set up such a measure without major reforms involving savings »judged Charlotte Parmentier-Lecocq (Horizons), Minister Delegate responsible for autonomy and disability.

She assured that the measure would not have « No redistributive effect for the most modest families », because « Mechanically the payment of family allowances would be absorbed by a reduction to the proportion of the RSA or the activity bonus ». The measure would give « A surplus purchasing power with the most favored classes »abounded Pierre Cazeneuve (Renaissance).

« It is above all the middle classes that would be the largest beneficiaries, with an estimate of an average of 130 euros per month for some », Tempered Edouard Bénard, contacted by AFP, stressing that mathematically it would be much less beneficial to families who benefit from social benefits, but « Without lower purchasing power ». « This is why it takes a much more global reform, it is only a foot in the door »he argued.

To lay down financing tracks, the deputies adopted two amendments by the socialist Jérôme Guedj, to seek revenues by recalculating the base which is used to determine the exemptions from employer social contributions, or to review certain reduced rates of employers’ contributions to collective savings or provision in business.
