The arrest of the ex-head of the Bashneft was recognized as legal-Kommersant
On Monday, May 12, the Moscow City Court rejected the appeal against the correspondence arrest of the former president of PJSC Bashneft and ex-Senator Viktor Khoroshavtsev, who is now living in Spain. The decision to bring Mr. Khoroshavtsev to criminal liability under Part 4 of Art. 159 (fraud on an especially large scale) was issued by the investigator of the GSU of the Main Directorate of the Ministry of Internal Affairs of Russia in Moscow on January 21 of this year. Shortly before that, the investigator sent to the address of the registration of Mr. Khoroshavtsev in the capital of the agenda about the call to investigative actions to which he did not respond. Then the investigation turned to the Tver District Court of Moscow with a petition for the absentee arrest of the alleged fraudster. He was examined on Saturday, March 29, without the participation of the press and lawyer under the agreement of Roman Golovkin, who was not in the city. The court ruled that the defendant should be arrested two months from the moment of his detention in Russia or extradition from abroad. After that, Mr. Khoroshavtsev was declared on the federal and international wanted list.
According to investigators, Mr. Khoroshavtsev, together with the former head of the AFC Sistema, Evgeny Novitsky, the co -owner of the Russian funds investment group, Sergei Vasiliev and other defendants, was involved in the theft in 2014-2018 of the multi -million -dollar amounts of six pension funds. The Ural FD NPF, the trade and industrial pension fund, the Cerich, Mechel Fund, NPF Metallurgists and the First National Pension Fund suffered from the accused. This happened, the investigation said, as a result of the acquisition by defendants on the Excellent Leliquis Body Bonds Exchange, Delta Financial and Ungp-Finance, associated with Mr. Khoroshavtsev. Since the issuers of bonds could not pay off the NPF, the latter suffered losses of 8.9 billion rubles.
Applying the arrest, the lawyer Golovkin said that people who regularly withdrew the correspondence from the mailbox of the apartment of Viktor Khoroshavtsev were not found. According to him, the investigator knows the phone number of his client, but he did not call. They did not call the lawyer himself.
The prosecutor, representatives of the victims of the NPF and the DIA opposed the appeal of the arrest, noting that the decision made “legally and reasonably” adopted.
As a result, the judge upheld him. Lawyer Golovkin plans to continue the appeal of judicial acts.
