“The angles of the skirting boards were covered with hoar” – despite the rise in the cost of construction, several Narva houses decided to renovation

Today’s economic realities make the Narvityans more and more in many of their needs. But several residential buildings began to be renovated in the city at once in the city. Finally in Tallinn! What, of course, pleases until you think: how will the wallets of the residents of this house withstand this?

And if also with the support of the “credx” – then already keep up with! In this case, one repair of the ends can not be bypassed, you want, you don’t want to, you have to take a loan. “It is beneficial to all this only to officials, reasonable apartment -owners will never put on such a yoke,” such comments are often accompanied by news about renovation in social networks. It also went to journalists, and therefore the “Narva newspaper” decided to chat with the residents of “strange” houses themselves.

We started with Tallinn highway, 8. As follows from the information of Kredex consultant for apartment partnerships Ida-Viruma Lyudmila Peusskoye, Tallinnskoye, 8-one of the pilot apartment buildings that received state aid for renovation of the facade. The Narva apartment partnership turned to the tour “A manual for renovation in Ida-Viruma (RRF)”, which supports partial (40 %) and full (70 %) renovation. This is one of the two rounds of support for the Idaviru apartment buildings proposed in 2024 by the state through the Fund for the Development of Entrepreneurship and Innovation (EIS). 7 applications for partial renovation were submitted from Narva to it.

« Otherwise, they would be fined »

During working hours, in apartments on the Tallinn highway, 8 cannot be called: empty. Finally, one door before the journalist opens, but my question does not inspire a man at all. Personally, at a meeting that made a decision on renovation, he voted against: everything is getting more expensive, what kind of loans to the pensioner? The next three interlocutors noted that it was even not bad that the house would be brought: I do not want to continue to heat the street.

And the main reason why they voted “for” was, as it turns out, an order from Goroprava. The building was dilapidated by order, and if there is no renovation, the apartment partnership will begin to be fined – they explained to them at the meeting.

In fact? For most Narvites, including for journalists of the Narva newspaper, this sounds like a very new topic. Owners of individual “rings” are fined in Narva only for garbage on the site and unsubstantiated ways to get into the building. Why did the apartment building decide to punish just an unsightly look?

But between these two examples, as follows from the answer, who came to us from the Department of Architecture and Planning of the Narva Goroprava, there is a significant difference.

They considered it unsafe

The response confirms that regarding the house of the Tallinn highway, 8 of the order really exists. Administrative production was initiated by the Department of Supervision of the Department after a visual inspection and verification of the data of the Building Registry.
“… The decoration of the facade was completely destroyed in places, the trim of the basement is in particularly poor condition, the walls in several places are covered with mold and moss. Some of the facades were peeled, and the basement windows are partially dismantled, ”they introduce us to the conclusions of the inspection.
All this is not happy, yes. However, the situation with Tallinn, 8, the Department also evaluates as unsafe. The basis for initiating an administrative case regarding the order, explains the Department, was a violation of the requirements of the Construction Code. In particular, paragraph 19, which states that « the owner must ensure that the building, design and use of the building meet the requirements arising from the legislation, including the owner must ensure the safety of the content and use of the building. »

The severity manifested by 8 Tallinn, it turns out that this is not the first time in our city. Obviously, not the last, given the state of the Narva housing stock.

The maximum size of the penalty in case of failure to fulfill the requirements of the order is 6400 euros for an individual and 450,000 euros for a legal entity.

The same, but including a loan

Renovation work with state aids is now being carried out in Narva in two houses on Tallinn highway, in a house on Sepa Street and on Keres Street. Already completed on Kangelast, 51, the house on the avenue is preparing documentation for a construction tender. And in this list we found an apartment partnership for only 8 apartments-Khailla, 14.
As it turns out, Life itself pushed to such a “revolution”.

– our old houses, with a bulk system of insulation; Over the years of operation, the backfill also sagged, ”says Vitaly, a tenant from the second floor. – In winter it was very cold, the angles of the skirting boards were covered with hoarfrost.
At the same time, the rent for his three -room apartment, according to the man, has increased 3 times in the last four years and reached separate months to 380 euros. “It is not clear to me,” Vitaly argues, “how could the state be all the concerns and costs associated with housing, albeit through privatization, transfer to the shoulders of the population. Even in such problematic houses as ours. «

Not hoping that the warmth will begin to get cheaper, the Highla’s tenants, 14 decided to put the facades of the building in order: repair and insulate. We studied the calculations prepared by the CT management, talked with neighbors – the residents of the already repaired house.
We took place with us near Khailla, 14 conversation and with the exact opposite content: “I didn’t vote for renovation”, “I don’t like the quality of repairs”, “nothing has changed for the neighbors.”
On Khailla, 8, the same neighbors, the young man named Igor answered and demonstrated to us the issues of the editorial office and showed us to pay for utilities. Its maximum expenses for a three -room apartment turned out to be almost the same as Vitaly – 360 euros, but already taking into account the loan and in the changed at the best environment.

The sooner – the more profitable

Even more attractive numbers can boast today, Narva partnerships who began to engage in repairs at the time of relatively cheap heat. Over the past time, experts testify, there was a significant increase in construction, this is happening now, even within the framework of a separate project.

– When we made an estimate of expenses last year, the cost of the insulation was one. Now she has risen 8 percent. Part of the materials had to be acquired in this way at a new price, ”says Tallinn highway, a representative of the AS Vant representative, Ilya Fedorov, says the project manager for the renovation of the residential building. – The rise in price occurs annually and constantly. Most of all in such a situation was won by apartment partnerships that began renovation in the crowns. Even those who made it 4-5 years ago, that is, when everyone began to “persuade” everyone, saves about 30 percent of their possible expenses.

The houses that have gone under renovation now will see changes only when the next heating season occurs, Fedorov believes. At the same time, it predicts the striking difference: “The number of heat consumptions consumed will reduce twice as well, the payment will reduce at least at least. We should not forget that, having dressed their building in a “fur coat”, the tenants lengthen him a lifetime. ”

Complete renovation – plus two houses?

How do you manage in today’s difficult realities to receive most votes for renovation at general meetings? We asked this question to the head of Oü Elamu Teenused Tatyana Popova, who has several houses from the listed list at once.

Many Narvites, according to Tatyana, are tired of living dreams of a bright future, they want to live with dignity now. The leadership of the houses only needs to ensure the necessary conditions for this: to look for third -party financing, make competent calculations and explain it to the tenants. The trouble is, Tatyana Popova says that in Narva there are not enough initiative, who have modern training of real estate management specialists.

For her part, she proposed to our readers the calculations illustrating the effect of the renovation that their management company organized – see our WWW website. Gazeta.ee And in this publication you will find a comparative table of thermal expenses of two “Khrushchevs” – Sep 3, even before renovation, and has already been insulated with the facade of Haridus, 26. It can be seen that even taking into account the loan, the sums are almost equal.

Yes, everything is not easy in our Narva. But we want to finish today’s mini-study on one more pleasant news. The Narvites also fell into another tour – a guide from the Foundation Foundation. In this case, only complete renovation is maintained, the support size is 70–80%. In Narva, the full renovation of the houses has not yet been successful, and the recent plan for creating a democrate in the Old City was not successful. But the idea itself did not die: two neighboring houses located on Kooli Piyk were submitted for full renovation, and these petitions were approved. We wish the applicants success and we will wait until it will be possible to look into these updated houses on the tour.
