As it became known to Kommersant, the Investigative Committee of Russia completed the investigation of the resonant criminal case of the ex-head of the department of the Russian Ministry of Defense, Lieutenant General Yuri Kuznetsov, accused of receiving a bribe from the Krasnodar entrepreneur Leva Martirosyan. Initially, its amount was estimated at 30.5 million rubles, but in the end amounted to over 80 million rubles. Both defendants who have already begun to familiarize themselves with 40 volumes of the case were not plead guilty. During the criminal prosecution of the General father, two of his daughters were financially injured.

According to Kommersant, an increase in two and a half times of the amount of the alleged bribe is associated with the results of an assessment examination carried out in the case. She came to the conclusion that the house and the site that businessman Martirosyan built a general cost a total of more than 80 million rubles.

The investigation claims that this was a bribe that the general received from the entrepreneur for help in concluding with his IP state contracts for the provision of hotel services worth 372 million 300 thousand rubles. In 2020–2022, General Kuznetsov held the post of chief of the 8th department of the General Staff of the Armed Forces of the Russian Federation, which, among other things, coordinated the activities of this school.

According to investigators, then the general lobbled the interests of the entrepreneur during two auctions. Mr. Martirosyan acquired and arranged for the wife of a military official Yulia Kuznetsov a piece of land in Krasnodar for 7 million 510 thousand rubles, and also built on it a residential building with an area of ​​1125 square meters. m (worth 22 million 993 thousand 160 rubles), also recorded on the wife of the general. Thus, Mr. Kuznetsov was initially charged with receiving a bribe on an especially large scale (part 6 of article 290 of the Criminal Code) for a total of 30.5 million rubles, and Mr. Martirosyan – her cottage (part 5 of article 291 of the Criminal Code).

The arrested on May 13 and 14, 2024, respectively, the defendants did not plead guilty. Their position has not changed, according to Kommersant, and upon charge of the final edition, where only the amount of the incriminated bribe has changed.

Recall that, according to the version of the defendants, Mr. Kuznetsov, preparing for retirement, decided to invest in the construction of a “guest house” in Krasnodar and followed the example of Mr. Martirosyan, who had already bought a plot of land and raised another building for these purposes. In this regard, the general decided to hire an entrepreneur who paid for the purchase of materials and construction. The lawyer of the latter Mikhail Karapetyan believes that there is no crime event in the case.

“We believe that no crime has been committed in principle. Two people bought in half the plots and built on them at home, about which there are relevant documents that were submitted by the investigation: contracts of sale, payments, receipts and bank transfers from the wife of Kuznetsov Martirosyan for the construction, ”the defender said, noting that his client, as an entrepreneur, wanted to earn a construction site and earned.

“We presented the facts of receiving money from Kuznetsov’s wife and do not see any crime here,” said Mr. Karapetyan. He considers the accusation of a bribe in the amount of 80 million rubles to the general of 80 million rubles, noting that “the amount of Martirosyan’s income from prisoners of state contracts would not even have a half -time construction” of two houses.

The lawyer insists that each of the defendants « built houses with his own money. » Yuri Kuznetsov adheres to a similar position, the defense of which claims that he could afford the construction of the house and the site, but his legal income is confirmed by “limited access” documents.

The lawyer defending the general Alexei Pershin complained that during the investigation, not only the entire property of his client, but also bank cards of his daughters fell under the arrest.

“At the same time, despite the fact that on December 26, 2024, the Moscow Basmanny Court refused to extend the arrest of the salary card of the eldest daughter of my client Gruzina – an employee of the Federal Service for Technical and Export Control and this decision has long entered into force, VTB Bank has not yet unlocked her salary account,” the lawyer said, noting that the young mother could not. To take advantage of the payments that were not made by her father, but the state ”and is forced to live for almost a year only for her husband’s salary.

The bank’s response (is at the disposal of “Kommersant”) to the appeal of Mrs. Gruzina states that the court ruling is only “informational significance, on the basis of which the arrest cannot be removed” and is not an “equivalent” decision of the investigation, for example, to cancel the arrest. Mr. Pershin noted that the deputy head of the Office for the investigation of the Particularly important cases of the Main Investigative Directorate of the TFR of Justice, Yuri Lavretsky, in turn, refused to make a separate decision, informing Mrs. Georgian that he sent a notification to the bank on the decree issued by the court on January 13.

According to Mr. Pershin, in connection with the non -fulfillment by the bank, Ms. Georgian, who had entered into force, appealed to the Khamovnican Court of Moscow with a claim for the protection of the right of consumer, as well as the Prosecutor General. “Kommersant” sent to VTB an official request regarding the refusal to remove the arrest from her account, but he has not yet received an answer.

Interestingly, the misadventures of the general’s daughters did not end there.

According to Mr. Pershin, in addition to the arrest, a plot of land in the suburbs, who was the youngest daughter of Mr. Kuznetsov, the military doctor Regina Andreyanenko, was presented with grandparents, the Basmanny court arrested four of her cards in Sberbank.

“Despite the fact that she is not accused, the court, at the request of the investigation, took interim measures against the future sentence to her father, by which a fine may be appointed,” the lawyer continued. “There were only a few thousand rubles on these cards, but she had a total of 168 million rubles from somewhere.” The defense tried to challenge this arrest in the Moscow City Court, but did not succeed.

Meanwhile, the defendants and their lawyers have begun to familiarize themselves with the case materials, which today have 41 volumes. Mr. Kuznetsov, to whom the military court extended the arrest until August 12, will get acquainted with them in Lefortovo, and Mr. Martirosyan in the « sailor silence ».

After the completion of the procedure and the approval of the prosecution, the case will obviously consider in the Krasnodar garrison military court.
