State police have reacted to a public statement about a announcement of the Albanian Helsinki Committee, according to which while staying in the premises of the Police Commissariat no. 1, a detained minor was raped.

Reaction of the Tirana Police Directorate

Concerning a notice of the Albanian Helsinki Committee, according to which while staying in the premises of the Police Station no. 1, a detained minor is raped, we explain:

On 12.04.2025, the Services of the Police Commissariat no. 1 escorted to the premises of this police station, the 14-year-old who claims to have been raped, on suspicion of throwing pyrotechnics in the area of ​​artificial lake, an act that had been informed by residents of the area after causing panic and concern for them. For this citizen, the police referred the materials to the Prosecutor’s Office, where his proceeding was decided on the offense of « disrupting public peace ». In this case, a notice was given in the daily collection of Tirana District, on 13.04.2025.

Based on the claims of the minor’s parents that he was raped while staying in the premises of the police station, by order of the Director of the Tirana Local Police Directorate, on 13.04.2025, disciplinary performance has begun for serious violations, for:
-Inspector DM, Officer of the General Patrol of the Police Commissariat no. 1;
-Inspector RD, Officer of the General Patrol of the Police Station no. 1;
-Nomonomisare Xh. B., Specialist of the General Patrol Section and the Order of the Police Station no. 1.

Also, the Police Supervision Agency, on 15.04.2025, has referred the materials to the Prosecutor’s Office for the purpose of criminal investigation of 3 police officers for the offenses « Performing arbitrary actions » and « other intentional damage ».

Meanwhile, the Directorate of Professional Standards, by order of the Director General of the State Police, has immediately launched an administrative investigation to verify whether the 3 police officers violated the powers and obligations set by the State Police Regulation and standard work procedures.

We emphasize that the structures of the State Police and the Tirana Police are maximally engaged to document with legal evidence the circumstances of this case and to respond quickly, with impartiality and in accordance with the law, to bring to criminal responsibility, those responsible.
