Last Saturday afternoon, the city of Mulhouse, in France, lived an authentic nightmare. It was almost 16 hours (15 hours in mainland Portugal) and a manifestation of support for the Democratic Republic of Congo, which faces an offensive in the east of the M23 armed Movement, based by the Rwanda, between Place du Marché and Rue Lavoisier, when a man armed with a knife began to attack the police present in the area.
According to French police source, the attack lasted in all – since the striker committed the first act, until he was dominated and detained – 10 minutes. On the phone with the sunrise, the same source revealed that it began by attacking two municipal parking inspection police that were in the demonstration zone. «Attached them to the stabbing in a serious way. The two were seriously injured – one was attacked in the neck and one in the chest, ”he said, adding that he are fortunately out of danger. « All the attacks they made were attacks aiming at potentially lethal body zones, on purpose, » he says.
Then he fled the scene and the authorities started the search. « They found him and started to pursue him, » he continues. It was on the way that the striker came across the man whom he took his life: Lino Sousa Loureiro, a native of Ermesinde who has been in the country since 1992. “It is not yet clarified, but apparently, it will have been wrapped in the way of the attacker to try to help. This will still be determined, ”the same source clarifies. The 69 -year -old Portuguese was attacked with a stab in the chest that hit his heart. Leave a woman and a child.
« After this attack, he dropped the knife, continued to flee and was eventually detained by five police that were slightly injured, » he says. And « there is no doubt that it was an attack of terrorist inspiration, of radical Islamic inspiration », because the suspect was always shouting « Allah Akbar », in Portuguese « God is great ».

Heavy history
The aggressor, of Algerian origin and 38, was already known by police and investigation services. And it has « a large and heavy history, » the police source points out. « He is Algerian and had been irregular for some time, » he reveals. It is recalled that in France, so that a citizen can be dismissed from a particular country when he has no documents, there must be a 'laissez-passer consulaire', in Portuguese 'consular step'.
French authorities will have tried 10 times to obtain this 'consular step' with the Algerian Consulate. However, it ensures the same source, it was « always denied. » That is, it hung upon him an obligation to abandon French territory or an order of abandonment.
The striker entered France illegally in 2014. Shortly thereafter, he was admitted to a psychiatric hospital. «In 2023 he was considered criminally imputable because he was tried and convicted of apology for terrorism on Facebook. He was sentenced to six months in effect, ”he recalls, adding that from 2023, because he was signaled by radicalism of Islamic inspiration, he became a list of potentially dangerous radicalized subjects.
After being released from six months in prison « he was arrested in an administrative detention center which is corresponding to the temporary installation centers for illegal, illegal foreigners. » That is, when he committed the attack, he was under house arrest (he was obliged to be home and attended daily at the police squad). By the way, it did not attend the squad a few hours before the attack.
« The demonstration was a good place for the attacker, because there was a police device there, » he believes.

Imputable or unimputable?
The man will now serve sentence in France. At this time, it is in pre -trial detention. However, there are two possible destinations. “It will be determined if it may or may not be imputable as it has a past of psychiatric disturbance. The court will now have to decide… If it is considered unimputable due to psychic anomaly, it cannot be sentenced to prison. It is considered that he is unaware, he is not able to control his behavior, ”explains the same police source. What awaits you in this case? The application of a private security measure of liberty. The destination will not be a prison, but a psychiatric hospital. “In a few years, this inimputability, the dangerousness or the psychiatric state will be reevaluated. And this private measure of freedom will be renewed or not, ”he adds.

It is known that the National Anti-Terrorism Attorney's Office has taken over the case and opened an inquiry in the act to investigate the accusations of « murder in connection with a terrorist action » and « attempted homicide in connection with a terrorist action, people who occupy positions of public authority. »
