Tender down, works stand, price growing – Bulevar that Belgrade cannot finish – society

The group of bidders led by the « Road Company Kragujevac » submitted a request for the protection of rights and that is why the tender was stopped. After the Commission has considered all evidence that is given a decision adopting the applicant’s right to « Public Procurement Company », while the opening public procurement procedure is being annulled for the completion of the construction of the Patriarch Pavla road.

However, this is not the first time that the tender on the construction of this project was controversial, because the contractor was elected last time, because one of the interested companies for the construction of the Bidder, followed by another.

In this case, the works could not be performed, and the price of reconstruction grew due to the growth of construction materials, as the mayor of Belgrade, Aleksandar Sapić, reminded a new economy.

And due to disputed tenders and scandalous contractual practices, the city of Belgrade must now pay compensation from the city budget – almost 1.3 million dinars due to another poorly conducted procedure, Pavlović points out.

– Tenders predefined for selected companies, controlled « competition » in which real competitors are eliminated by administrative tricks, and the CEJ eventually pays citizens. Instead of being a guarantor of quality and efficient services, the public tender under this authority serves as a paravan to draw money, Pavlović concludes.

Register of unsaved performers
Not to repeat that the city hires firms that badly, they broke deadlines, violates professional and professional standards or contracts, CLS assessed that they must be found at a kind of « blacklist » performers in Belgrade.

For this reason, CLS begins to make a register of unsaved performers, so that such companies would make it difficult or even prevented from participating in public works in public works whose financier was the city of Belgrade.

– There are currently 13 companies that are on CLS radar, we will publish everything soon, says Jovanovic.
