Tax officials filed for bankruptcy of a network of goods for the repair « Blumart »
Blumart hypermarket networks specializing in the sale of goods for repair are threatened by bankruptcy. This is achieved by tax authorities due to arrears in the budget. The retailer, however, is looking for opportunities to pay off the debt, as well as fulfill the requirements of other counterparties. The company is not easy now, since medium-sized players began to lose online retail. The fall of sales in general on the DIY market also adds problems.
As Kommersant’s Arbitration Affairs found in the file cabinet, on May 19, 2025, the Inspectorate of the Federal Tax Service (Federal Tax Service) No. 23 for Moscow filed an application for bankruptcy of the Blumart hypermarkets, specializing in plumbing sales and tiles. Now the work of part of the chain stores has been suspended, Kommersant was told in the company itself.
OOO « Blumart » Created in 2015, the only network owner is its general director Alexander Romashkin. The revenue of the retailer in 2024 decreased by 13.7% year by the year, to 1.9 billion rubles; Pure loss grew eight times, to 390 million rubles.
Tax officials submit an application for bankruptcy of a legal entity in the case of tax arrears. This amount at Blumart LLC as of February 2025 amounted to 36.9 million rubles, follows from the data of SPARK. In the Federal Tax Service, they did not respond to the request “Kommersant”.
The submission of bankruptcy statement by the authorized body may become, according to the managing partner of Briefcase Law Office, Yevgeny Kryukov, a “red line for counterparties”. According to him, this may lead to a refusal to ship the goods for such companies or to challenge payments. The complex financial situation of the company also shows an increase in the number of court cases. From the beginning of 2025 alone, Blumart LLC began to act as a defendant in 45 arbitration cases for a total of more than 271 million rubles.
Nevertheless, even at such a late stage, the company formally retains the opportunity to resolve disputes with all applicants, the arbitration manager Anton Sychev notes. This can be done through the conclusion of a settlement agreement at the stage of initiating bankruptcy proceedings. Also, Blumart can consider the possibility of restructuring the debt, says Mr. Sychev.
The owner of Blumart, Alexander Romashkin, stated such an intention of Kommersant. This will ultimately pay off the debt in full, he expects.
“In 2025, we intend to continue to close the resulting debts,” says Mr. Romashkin. According to him, the difficulties in the work of the company arose at the end of 2024, when the work of the central warehouse and the first hypermarket of the network on the 14th km MKAD was suspended. For some time, the work of the Blumart trading point in the XL trade center in Mytishchi was suspended, but it has already been resumed. Soon, a new hypermarket at the Armadajeum trade center in the south of Moscow will work: its opening was postponed.
Faced with difficulties the entire DIY-Tovar market, including large players. The slowdown in growth rate this year is predicted in the retail network “Lehman about” (previously Leroy Merlin) (See “Kommersant” from April 16). Market participants associate this with an increase in prices for workers’ services, which is why consumers have to stretch repair work for several years, as well as a general slowdown in the pace of residential construction. According to the Takskoye Fiscal Data Operator, from January 1 to May 20, 2025, plumbing sales fell on average by 9% of the year. According to experts, specialized hypermarkets designed to work with retail sales continue to lose traffic and can no longer compete with online platforms offering more favorable conditions.
