As they pointed out in Sviz, the collection of signatures was detected by the pressure of municipalities that strongly oppose the elimination of the flexible norm, since this would bring a significant increase in kindergarten costs and thus a higher payment of parents. Today, these problems are no longer, the child is much less, and thus the possibility of finally returning to the already long -standing norm, according to which a maximum of 12 children can be in the first age section and a maximum of 22 in the second age section.
The profession has been clear and has repeatedly urged the flexible norm in recent years. In the proposal for the amendment of the Kindergarten Act, this is not eliminated, but states that in the by -law there will be some exceptions, in which cases of two additional children in the department should not be in the department. Štrukelj was critical of the Ministry of Education. “In some ways, this further deepened the wrong direction. In the amendment of the law, it literally proposes that the flexible norms become normal and that they will not have it alone.
Worse quality
Štrukelj emphasized that the belief among kindergarten employees is the belief that if the flexible norm is established as a norm, the quality of public kindergartens will not be retained, since today the situation is different from decades ago, the complexity of working with children whose mother tongue is not Slovenian, and children with special needs and additional requirements are too large. That is why they began to collect signatures to eliminate the flexible norm in the amendment of the law. Signatures are collected between employees and parents. According to Štrukelj, they will be submitted to the parliamentary groups, requesting that they support their request to eliminate the increased norm.
Already in the first days of collecting signatures, problems arose, Štrukelj warned. “In recent days, we have seen that the issue of parents’ addressing should be joined by this initiative, in some municipalities and kindergartens, problematizing that they should exceed the competences we have. It is only necessary to read some articles of the Constitution and find that the right to free expression of thoughts and beliefs is inalienable, as well as the right to free functioning of trade unions in our country in Article 76. «
Municipalities for a flexible norm
The Community of Municipalities of Slovenia (SOS) was written by the day after the signatures were collected to eliminate the flexible norm that they were strongly opposed by Sviz’s proposal. “In doing so, we want to protect the right of all children to the kindergarten, the optimal organization of institutions and to ensure the lowest price of the service with the appropriate quality of pre -school education. A flexible norm is a life measure that allows municipalities to adapt to the needs of the residents, which is also understood by the ministry.
As they wrote in SOS, they wonder if the initiators of the elimination of the flexible norm are aware of responsibility. « If their initiative is realized, the direct consequences will be borne by families across the country. » « Due to the unacceptable pressure performed by SVIZ, SOS called on municipalities to clearly express opposition and to the ministry and the National Assembly protest against the elimination of a flexible norm, » the SOS wrote.
Štrukelj defined SOS allegations as manipulations. “SOS says the cost of parents will increase by 20 percent. They should list three municipalities, which in 2003, when the flexible norm was flexible, reduced their parents’ payment by 20 percent. It is obvious how without feeling this scared. As the number of children increased, no municipality reduced their parents’ payment.
