Surprising decision on notorious C0 channel
The unnamed source warned us earlier this week that the UE Ljubljana UE stopped the process of obtaining a building permit for the construction of the last 128 meters of connecting channel C0. Today, however, this became public, as the document was published by the Alpe Adria Green Non -Governmental Organization. What this decision means for the municipality and for the completion of a large cohesion project worth as much as € 135.6 million (VAT), we asked the mayor Zoran Jankovic. « We will respond to the decision when we receive and study it, » they replied to MOL.
At the Ljubljana and Magistrate, on Tuesday afternoon, we inquired in vain whether they were holding unofficial information about the termination of the building permit process for the notorious C0 channel. At the largest administrative unit, the phones rang empty, and at the magistrate we learned that they were not (officially) aware of this. The Alpe Adria Green environmental organization today published a decision of the Ljubljana Administrative Unit today, which was adopted last Friday, February 21. The document shows that the administrative unit stopped the procedure until the Environmental Agency (ARSO) is final. Nine nine years ago, or at the end of January 2016, decided that the municipality did not need to obtain an environmental or environmental impact assessment to the municipality for the construction of the C0 channel.

Since she did not receive an appropriate answer, she also applied for an ARSO in January and again in the middle of the month. In the end, she learned that court proceedings are still underway in this regard. Namely, the administrative unit estimated that the suspension of the building permit procedure would have less serious consequences than the continuation of the proceedings and the possible issuance of the building permit if the court proceedings regarding the ARSA decision would be resolved in such a way that it would even be eliminated. The process is dragging like a yoke of a snake
The process of obtaining a building permit for the last good 100 meters of the notorious C0 C0 in the Stožice area has been dragging on the Ljubljana administrative unit since the end of May 2023. The construction of part of the connecting channel from Brod to Ježica, which runs across the water protection area of the Ljubljana field, has been raising a lot of dust for some time and upset by part of the professional and lay public.

What follows this decision of the UE Ljubljana? According to our information, the municipality of Ljubljana will certainly appeal to the second instance body, that is, the Ministry of the Environment, Climate and Energy. The ministry will probably return the decision to decide on the Ljubljana administrative unit. These procedures can take several months, as in the last resort, it may also happen that both opponents of this project and lawyers of the Ljubljana municipality will seek the right in court, our sources say. However, the fact that the entire cohesion project of wastewater should be discharged and cleaning the wastewater in the Ljubljana Polje field, for which Slovenia also received European funds in the amount of EUR 68.8 million, was not negligible.
