After the Russian rocket attack on the North Ukrainian city of Sumy with dozens of victims, a Ukrainian mayor raised allegations against the governor of the region, Wolodymyr Artjuchin. He criticized the fact that the authorities in Sumy had set a military assembly to honor soldiers despite the proximity to the front and the high risk of attacks. « As far as I know, he was warned that something like this is not done, » said the Mayor of the City of Konotop, Artem Semenichin, in a video published on Facebook.
The mayor did not directly accuse negligence. However, many Ukrainian media reported on its unusually critical statements in public.
« None of the soldiers injured »
« Thank God none of the soldiers were injured, they were all in the protective bunker, » said Semenichin. Nevertheless, the Russian aggressors had used the soldiers’ assembly near the front as an excuse for their « terrorist aggression ». In the meantime, an investigation is also underway to find out who has come up with such a military assembly 30 kilometers from Russian positions, he said.
According to unanimous information, the two rockets were also hit by other politicians in the city center of Sumy when the ceremony for the award of military members ran there in the university’s congress hall. It is the « untruth » when it is claimed that nothing was in the center of Sumy, said Semenichin. He apparently referred to claims that there was no military assembly.
Military assembly near the front as a security risk
The Ukrainian Member of Parliament Marjana Besuhl called President Wolodymyr Selenskyj and the army leadership not to « gather military personnel to honors, especially not in peaceful cities ». At the same time, she emphasized that nothing could justify the Russian attack and that warring parties had the obligation to examine their goals – to be feared civilian victims.

Accordingly, there was no military goal for Russia in the city. The Russian military always claims not to attack civilian but only military goals in Ukraine.
More than 150 dead and injured in the city center
Allegations such as those of Semenichin are rare because critics of the official line in the defense war against Russia can quickly become discredited. The mayor also made it clear that there was the blame for the Russian attack. « Goal number one was the peaceful people, especially children. Target number two were the soldiers, » he said. Nobody was injured among the military.
According to the authorities and Selenskyjs, there were at least 34 deaths and 117 injuries among the civilians in the city center, including several children. Several Western politicians, including the managing Chancellor Olaf Scholz (SPD) and France President Emmanuel Macron, condemned the Russian rocket attack.
Ukraine has been defending itself against Russia’s war of aggression for more than three years. Moscow repeatedly accuses Kiev of provoking Russian attacks in a targeted manner and putting Ukrainian civilians in danger in order to mobilize more support for the country in the West.
