State procurement of equipment with accelerators for AI for a year increased by 150%
The public procurement of software and hardware systems (PAK) with accelerators for artificial intelligence (AI) in 2024 showed significant growth in money. The state procurement of PAK using accelerators for AI last year increased by 150% in money, to 2.4 billion rubles, and 120% in pieces. At the same time, the vast majority of purchases were in state bodies (44-ФЗ)-2.3 billion rubles. This follows from the data of the “Tenderplan” site, which “Kommersant” got acquainted. The purchase includes not only equipment that can be used for AI, but also high -performance systems that are needed for a large amount of calculations. If in 2023 the largest customer in this area was the Ministry of Finance with a purchase of 813 million rubles, then in the past-the Office of Information Technology and Communications of St. Petersburg with a tender of 1.3 billion rubles.
According to the “contour.pups”, which they shared with Kommersant in the company, last year the number of such purchases according to 44-ФЗ increased almost three times, from 11 to 32 procedures, and the total amount of contracts increased by 147%, to 2.26 billion rubles. At the same time, in state-owned companies (223-ФЗ), the number of purchases increased by 50%, to 24 procedures, and the amount of contracts by 383%, up to 116 million rubles.
“The growth of interest on the part of budgetary organizations is probably associated with the priority of digitalization and the introduction of decisions on the basis of AI in different spheres and companies,” says Vasily Danilchik, expert of Contour.puples. At the same time, the purchase data from state -owned companies indicate that they “only test various decisions,” he adds.
Earlier, Kommersant wrote that the government plans to oblige departments and state -owned companies to purchase electronics in full prepayment, which can help them cover the costs of the purchase of components and reduce the costs associated with the high key rate of the Central Bank (see Kommersant on April 7).
A small number of purchases is associated with the high cost of solutions and the specificity of application, “most often we are talking about pilot implementations or point projects with a high computing load,” explains Alexey Pankov, sales director of Openyard. “Over the past year, we have observed an increase of 15–25% depending on the configuration. This is also due to the transition to alternative hardware platforms, ”says Mr. Pankov.
The growth in money is due to the need to purchase equipment for projects planned in 2023, which “today approached the implementation stage,” said Yuri Shvydchenko, director of Tedo’s technological practice. He also calls an additional factor a sharp increase in the exchange rate in 2024. “Since specialized equipment for AI is 100% imported, and domestic analogues are currently completely absent, this factor had a significant impact,” he added. So, according to him, the need for such PAK is still specific, but the trend to increase the number of projects will remain.
“In the business, the introduction of AI remains a rather complicated topic with still discussion commercial efficiency,” said Yuri Shvydchenko. The business has other tasks in priority – localization, import substitution, cybersecurity, he adds.
